Book Science and Technology Policy

Download or read book Science and Technology Policy written by F. Tisdell and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 292 pages. Available in PDF, EPUB and Kindle. Book excerpt: I was asked recently to prepare an independent background report on the subject of priority assessment in science and technology policy for the Australian Science and Technology Council. The Council (while not necessarily endorsing this book) suggested that a wider audience could be interested in the type of material contained in my report and kindly gave me permission to publish the material in my own right. The present book contains this and other material, some of which was presented at a seminar on National Science Policy: Implications for Government Departments arranged by the Department of Science and the Environment. Additional ideas were developed in response to comments on the manuscript by referees, as a result of discussions with Professor John Metcalfe and Dr Peter Stubbs of Manchester University, a conversation with Dr Keith Hartley of the University of York and in the wake of a communication from Dr Ken Tucker, Assistant Director, Bureau of Industry Economics, Australia. Science and technology policy affects and concerns everyone of us if for no other reason than we cannot escape in this interdependent world from the economic, social and environmental overs pills generated by science and technology. We must face the problems and promises inherent in new and existing science and technology whether we like it or not. Not surprisingly this book finds that all industrialized countries seem to be facing similar economic and social problems.

Book Setting Priorities for Health Technologies Assessment

Download or read book Setting Priorities for Health Technologies Assessment written by Institute of Medicine and published by National Academies Press. This book was released on 1992-02-01 with total page 163 pages. Available in PDF, EPUB and Kindle. Book excerpt: The problem of deciding which health care technologies to evaluate is urgent. With new technologies proliferating alongside steadily increasing health care costs, it is critical to discriminate among technologies to direct tests and treatments at those who can benefit the most. Given the vast number of clinical problems and technologies to be evaluated, the many months of work required to study just one problem, and the relatively few clinicians with highly developed analytic skills, institutions must set priorities for assessment. This book sets forth criteria and a method that can be used by public agencies such as the Office of Health Technology Assessment (in the U.S. Public Health Service) and by any private organization conducting such work to decide which technologies to assess or reassess.

Book Setting Priorities for Publicly Funded Research 3rd Report of Session 2009 10

Download or read book Setting Priorities for Publicly Funded Research 3rd Report of Session 2009 10 written by Great Britain. Parliament. House of Lords. Science and Technology Committee and published by The Stationery Office. This book was released on 2010 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: In its report into how priorities are set for publicly funded research, the Science and Technology Committee calls on the Government to make a clear and unambiguous statement setting out their current research funding commitments and the periods of time over which those commitments will apply. Decisions about funding priorities are complex and require careful judgement about the deployment of funds between competing priorities. The Committee concludes that, in the current policy framework, there is a lack of oversight of the total spend on research which is needed to enable the Government to make coherent, well-founded decisions about the use of public funds to support research. The Committee recommends that: the Government Chief Scientific Adviser (GCSA) should publish figures annually, broken down by subject area, on all public spending to support research, and make appropriate recommendations to the Prime Minister; he should also attend Treasury meetings at which departmental budgets are considered; departmental CSAs should provide Ministers with timely information in advance of budget negotiations, to ensure that research funding decisions are informed by the best available advice. The Committee was also alerted to problems concerning the funding of cross-departmental research involving multiple funding agencies, including research to meet the grand challenges that society faces. To meet such challenges, the Committee recommends the establishment of specific mechanisms: to identify major cross-cutting policy challenges; and to identify, fund and co-ordinate appropriate responses to such challenges.

Book Setting Priorities for Large Research Facility Projects Supported by the National Science Foundation

Download or read book Setting Priorities for Large Research Facility Projects Supported by the National Science Foundation written by National Research Council and published by National Academies Press. This book was released on 2004-07-15 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1995, the National Science Foundation (NSF) created a special account to fund large (several tens of millions of dollars) research facilities. Over the years, these facilities have come to represent an increasingly prominent part of the nation's R&D portfolio. Recently concern has intensified about the way NSF is selecting projects for this account. In 2003, six U.S. Senators including the chair and ranking member of the Senate Subcommittee on VA, HUD, and Independent Agencies Appropriations expressed these concerns in a letter to the NRC asking it to "review the current prioritization process and report to us on how it can be improved." This report presents a series of recommendations on how NSF can improve its priority setting process for large research facilities. While noting that NSF has improved this process, the report states that further strengthening is needed if NSF is to meet future demands for such projects.

Book Modernisation of Science Policy and Management Approaches in Central and South East Europe

Download or read book Modernisation of Science Policy and Management Approaches in Central and South East Europe written by E. Kobal and published by IOS Press. This book was released on 2005-07-14 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book analyses different aspects of science and technology policy in South East Europe (SEE). Some of these countries, particularly the ones facing political and economic crises, are still not integrated into the international community. Furthermore, their scientific communities have not been able to seize the opportunities offered to them on the international level. This has often been the consequence of the fact that R&D is not supported by efficient science policies. In addition, many of the SEE countries have not been able to develop modern management approaches in science. As a result, national scientific communities often do not have the support and information that they need to become integral and active players in the international arena. Without modern management strategies, these countries will not be able to use all of their intellectual and other resources, which are an essential part of economic development. This volume provides a comprehensive overview of S&T policies in SEE countries for the first time and brings these countries into comparative perspective with Central European and other EU countries. In addition, the volume contains analysis of several important science policy issues (human resource management, management of quality and finance, peer review and networking); in this respect, the volume will be of interest to a wider audience interested in S&T policy-making in general.

Book Evaluating Science and Scientists

Download or read book Evaluating Science and Scientists written by Mark S. Frankel and published by Central European University Press. This book was released on 1997-01-01 with total page 238 pages. Available in PDF, EPUB and Kindle. Book excerpt: The shift to a market economy in post-communist Eastern Europe has had a profound impact on science and scientists across the region, leading to reforms in research management practices and to drastic cuts in funding levels everywhere. Many countries are moving to a system of competitive research grants awarded on the basis of peer review. The introduction of peer review is not simply a technical matter. It signifies a fundamental change in the social structure of science, enhancing profession-al autonomy and giving working scientists a voice in the allocation of resources. This book combines first-hand accounts of the reform process with analyses of the strengths and weaknesses of both peer review and quantitative indicators.

Book Environmentally Significant Consumption

Download or read book Environmentally Significant Consumption written by National Research Council and published by National Academies Press. This book was released on 1997-07-09 with total page 152 pages. Available in PDF, EPUB and Kindle. Book excerpt: There has been much polemic about affluence, consumption, and the global environment. For some observers, "consumption" is at the root of global environmental threats: wealthy individuals and societies use far too much of the earth's resource base and should scale back their appetites to preserve the environment for future generations and allow a decent life for the rest of the world. Other observers see affluence as the way to escape environmental threats: economic development increases public pressure for environmental protection and makes capital available for environmentally benign technologies. The arguments are fed by conflicting beliefs, values, hopes, and fearsâ€"but surprisingly little scientific analysis. This book demonstrates that the relationship of consumption to the environment needs careful analysis by environmental and social scientists and conveys some of the excitement of treating the issue scientifically. It poses the key empirical questions: Which kinds of consumption are environmentally significant? Which actors are responsible for that consumption? What forces cause or explain environmentally significant consumption? How can it be changed? The book presents studies that open up important issues for empirical study: Are there any signs of saturation in the demand for travel in wealthy countries? What is the relationship between environmental consumption and human well-being? To what extent do people in developing countries emulate American consumption styles? The book also suggests broad strategies that scientists and research sponsors can use to better inform future debates about the environment, development, and consumption.
