Excess amounts of chlorate in drinking water above permissible limits are toxic. This study investigated chlorate removal from water by photochemical degradation using advanced reduction processes (ARP). This new class of treatment processes combines a reducing agent and an activation method to generate reducing radicals that can efficiently destroy persistent oxidized contaminants. The effectiveness of combinations of four reducing agents (sulfite, dithionite, sulfide, and ferrous iron) and three UV light sources (UV-L, UV-M, and UV-B) were evaluated for chlorate removal. Dithionite irradiated by broad-band UVB lamp having the output between 280 nm and 320 nm with peak energy at 312 nm (UV-B) showed the highest chlorate removal. In pursuit of finding the optimum ARP conditions, the process variables including pH, reducing agent dose, initial chlorate concentration and light intensity were investigated. Dithionite/UV-B ARP was effective at weakly acidic conditions less than pH 5, and chlorate removal occurred in two steps. The first was an initial rapid decrease in chlorate concentration that occurred before initiating UV irradiation and was attributed to reaction with dithionite decomposition products. Bisulfite or metabisulfite in equilibrium with bisulfite are believed to be the decomposition products responsible for chlorate reduction. The second step was a slow decrease during UV irradiation that is caused by radicals produced by photolysis of the products of dithionite decomposition. The major product of chlorate destruction was chloride, with negligible amounts of chlorite produced. Available in PDF, EPUB and Kindle. Book excerpt: A new class of treatment processes called Advanced Reduction Processes (ARP) has been proposed. The ARPs combine activation methods and reducing agents to form highly reactive reducing radicals that degrade oxidized contaminants. Batch screening experiments were conducted to identify effective ARP by applying several combinations of activation methods (ultraviolet light, ultrasound, electron beam, microwaves) and reducing agents (dithionite, sulfite, ferrous iron, sulfide) to degradation of five target contaminants (perchlorate, nitrate, perfluorooctanoic acid, 2,4 dichlorophenol, 1,2 dichloroethane) at 3 pH levels (2.4, 7.0, 11.2). These experiments identified the combination of sulfite activated by ultraviolet light produced by a low pressure mercury vapor lamp as an effective ARP. More detailed kinetic experiments were conducted with nitrate and perchlorate as target compounds and nitrate was found to degrade more rapidly than perchlorate. The effects of pH, sulfite concentration, and light intensity on perchlorate and nitrate degradation were investigated. The effectiveness of the sulfite/UV-L treatment process improved with increasing pH for both perchlorate and nitrate.

Book excerpt: The use of ultraviolet (UV) light and chlorine dioxide (ClO2) as an advanced oxidation process (AOP) has been investigated at the bench-scale to understand the effects of their use on disinfection by-product (DBP) formation potential (FP) in chlorinated groundwater (GW) and surface water (SW) supplies. Two GWs and two SWs of varying qualities were subject to a series of AOP treatment sequences at the bench scale: sodium hypochlorite, to serve as a baseline; ClO2-Cl2, UV-Cl2, and UV-ClO2-Cl2. In these treatment sequences, Cl2 is used as a primary and secondary disinfectant. Several water quality parameters were measured throughout the experiments, including chlorite (ClO2−) and chlorate (ClO3−) when ClO2 was used for process testing. Total trihalomethane (TTHM) FP curves were developed for each experiment along with the 7-day haloacetic acid (HAA) FP. The treatment sequence UV-ClO2 followed by Cl2 addition for GW supplies was shown to remove between 8 and 35 percent of the TTHM FP as compared to little to no change in formation potential with UV treatment alone followed by Cl2 addition. The SW supplies resulted in reductions between 16 and 27 percent for the treatment sequence UV-ClO2 followed by Cl2, approximately double the reduction from ClO2 alone followed by Cl2. GW treatment using the UV-ClO2 AOP followed by Cl2 was found to increase HAA formation, in one case by almost 50 percent compared to the baseline HAA concentrations. The research indicated the reduction of DBP FP AOP effectiveness to reduce DBP formation was highly dependent on the specific source water type and quality.

With the passage in 1980 of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), commonly known as Superfund, it became the law of the land to remediate these sites. The U. S. Department of Defense (DoD), the nation’s largest industrial organization, also recognized that it too had a legacy of contaminated sites. Historic operations at Army, Navy, Air Force, and Marine Corps facilities, ranges, manufacturing sites, shipyards, and depots had resulted in widespread contamination of soil, groundwater, and sediment. While Superfund began in 1980 to focus on remediation of heavily contaminated sites largely abandoned or neglected by the private sector, the DoD had already initiated its Installation Restoration Program in the mid 1970s. In 1984, the DoD began the Defense Environmental Restoration Program (DERP) for contaminated site assessment and remediation. Two years later, the U. S. Congress codified the DERP and directed the Secretary of Defense to carry out a concurrent program of research, development, and demonstration of innovative remediation technologies. As chronicled in the 1994 National Research Council report, “Ranking Hazardous-Waste Sites for Remedial Action”, our early estimates on the cost and suitability of existing technologies for cleaning up contaminated sites were wildly optimistic. Original estimates, in 1980, projected an average Superfund cleanup cost of a mere $3.
