Unlike previous waves of Chinese investment in the past two decades, this batch of capital inflow shows various types of institutional players investing in almost all property types across the U.S. through diversified and innovative deal structures, making headlines and striking record-price deals every few weeks. Chinese investors are also driven by different incentives besides seeking for yield and return, which is partially why the U.S. real estate space is seeing interesting dynamics in the deals and markets where these investors are active in. I would like to take a deep-dive study into these outbound investment initiatives and systematically explore the key opportunities, trends and issues. For this essay, I would like to focus on the institutional side of Chinese investments, namely investments made by capital management platforms or corporates, rather than personal and family office investments into ultra-luxury houses or retail investments through EB-5 programs. As there are limited public data points recorded for executed acquisitions available to assist deep-level exploration, partially due to the relatively small transaction volume in fixed asset space, we decided to implement interview and case study approach in order to obtain front-line view of the potential trends and opportunities. This essay starts with a general overview of China's macro fundamentals and Chinese outbound investments across all destination countries and industry sectors, then analyzes the various aspects of Chinese capital in the U.S. real estate market, including size, structures, geographic breakdown, property type breakdown and key investor types supported by case studies of each investor type. The detailed transaction analysis and investment incentive analysis are also arranged in the section of investor types, since different investors are showing different characteristics. Then I addressed the key issues and trends in this space, including tax issues, granularity, real estate technology investments, macro political trends, the controversial aggressiveness and opportunities for managed accounts business and new players in the field, in order to provide forward-looking perspectives.

Book excerpt: With the strong drive of seeking stable returns and hedging against a slowing economy, Chinese investors have extended their investment aggressively around the world to diversify their holdings. In 2016, according to JLL's Global Capital Flow, Chinese investment hit the new height in the overseas property markets, rushing US$33 billion into real estate investments. It led to an increase of nearly 53% y-o-y (Morgan, 2017). Among those, almost half of the transactions happened in the U.S (Wildau, 2017). In the past years, high profile deals were always unsurprisingly related to Chinese investors' name in the U.S. 2017, however, has been whirlwind for Chinese investors in the U.S. Along with the election of Donald Trump as the President of the United States, the Chinese government imposed capital control on foreign investment. Although the mainstream is saying that the new administration of the U.S. is not considered a significant threat to the investment and the temporary policy of capital control would not outweigh the long-term strategy of investment overseas, the uncertainties and prolonged procedure of the outflow capital does delay the pace of outbound investment. This thesis is aiming to dive into the fundamentals of Chinese outbound investment in the U.S. real estate market. It will focus on the primary investment strategies the Chinese investors are using, including the selection of property type, the size of the deal, geographic targeting, and local partnership. This thesis will also conduct interviews and case studies with institutional investors who have a long-term strategy of investing in the U.S. market. The case studies will not only address the above questions but also seek different perspectives on their strategies for dealing with the current business climate. After the analysis, this thesis intends to figure out potential constraints and opportunities for Chinese investors and their partners in the U.S. real estate market.

The paper identifies important implications for the United States, including the potential to strengthen regulation of the EB-5 visa program and improve federal support of state efforts.

Smaller transactions are less consequential for the national economy, yet may exert a tangible impact on states and local communities. Investment patterns are determined to a large degree by China's economic policies and corporate strategies. Viewing Chinese investment from this broader perspective helps shed light on other important issues, such as Chinese purchases of U.S. homes, the granting of EB-5 visas, and bilateral research exchanges.

Finally, this thesis will compare Chinese institutional real estate investment nowadays with Japanese investors in the 1980s to find out the similarities and differences, and most importantly, what Chinese can learn from Japanese investors' failure and what is a good way to participate in the U.S. real estate market.

In 2009, 22.2% of China's RMB 19.3 trillion fixed asset investment and 17.9% of foreign direct investment were invested into the real estate sector. At the same time, the highly dynamic market structure and huge regional disparities in China created mixed interpretation and confusion. Nationwide statistics blending urban and suburban prices and the indifferent treatment towards subsidized housing and private housing overshadowed the actual development on the local level. With unprecedented investment pouring into the Chinese real estate market and sky rocketing property prices in most major cities, the legendary short-seller James Chanos described the Chinese real estate sector as "Dubai times 1,000 - or worse". Yet, another American financial guru Jim Rogers openly debunked the statement from James Chanos and remained his bullish views on China. This thesis is divided into two sections. First it reviews the historical development from the Chinese property market. The paper explores the current situation of the market and focuses on the affordability comparison between the national level and the local levels. On a national level, housing prices grow at a pace similar to China's GDP growth supported by an even faster growth in income levels. Affordability ratios are in line with international standards and below the levels experienced by Japan and US during their bubble era. At the local level, different cities experienced drastic differences in price growth and supply surpluses. In some cities, even the suburban areas are beyond the affordability of an average household. In the second section, this paper explores the development of affordable housing, the new frontier of Chinese real estate market. The emergence of the affordable housing market together with new housing policies has different implications and opportunities to the incumbent property developers as well as potential low-end disruptors in China. This paper concludes with recommendations on some of the available investment options for a bearish investor in the Chinese real estate market.

Since 2014 the sector has softened visibly, reflecting overbuilding across many cities. An orderly adjustment of the sector is welcome. The key questions are how severe the adjustment will be and how long it will last. This paper uses various datasets, an analytical framework to estimate demand and supply conditions, and develops a number of scenarios to determine the oversupply both at the national level and by city tiers. It highlights that the adjustment will be a multiyear process with adverse implications for investment and growth. Smaller cities, as well as those in the Northeast region, face more challenging demand-supply dynamics. The key will be to allow the adjustment to take place, while avoiding a too sharp of an economic slowdown.
