The book outlines the role that Sino-Japanese competition plays in East Asian security, an area of study largely overlooked in contemporary writing on Asian security, which tends to focus on US–China relations and/or US hegemony in Asia. The volume focuses on Chinese and Japanese foreign policy under President Xi Jinping and Prime Minister Shinzō Abe, and regional security dynamics within and between Asian states/institutions since 2012. It employs regional security complex theory as a theoretical framework to view Chinese and Japanese competition in the Asian region. In doing so, the volume draws on a "levels of analysis" approach to demonstrate the value in looking at security in the Asia-Pacific from a regional rather than global perspective. The vast majority of existing research on the region’s security tends to focus on great power relations and treats Asia as a sub-region within the larger global security architecture. In contrast, this volume shows how competition between the two largest Asian economies shapes East Asia’s security environment and drives security priorities across Asia’s sub-regions. As such, this collection provides an important contribution to discussion on security in Asia; one with potential to influence both political and military policy makers, security practitioners, and scholars. A major power with access to nuclear technology, China has a significant impact on international nuclear weapons proliferation, but its attitude towards the spread of the bomb has been inconsistent. China’s mixed record raises a broader question: why, when and how do states support potential nuclear proliferators? This book develops a framework for analyzing such questions, by putting forth three factors that are likely to determine a state’s policy: (1) the risk of changes in the nuclear status or military doctrines of competitors; (2) the recipient’s status and strategic value; and (3) the extent of pressure from third parties to halt nuclear assistance. It then demonstrates how these factors help explain China’s policies towards Pakistan, Iran, and North Korea. Overall, the book finds that China has been a selective and strategic supporter of nuclear proliferators. While nuclear proliferation is a security challenge to China in some settings, in others, it wants to help its friends build the bomb. This book will be of much interest to students of international security, nuclear proliferation, Chinese foreign policy and International Relations in general.

Book excerpt: Bitterly contested memories of war, colonisation, and empire among Japan, China, and Korea have increasingly threatened regional order and security over the past three decades. In Sino-Japanese relations, identity, territory, and power pull together in a particularly lethal direction, generating dangerous tensions in both geopolitical and memory rivalries. Buzan and Goh explore a new approach to dealing with this history problem. First, they construct a more balanced and global view of China and Japan in modern world history. Second, building on this, they sketch out the possibilities for a 21st century great power bargain between them. Buzan puts Northeast Asia's history since 1840 into both a world historical and a systematic normative context, exposing the parochial nature of the China-Japan history debate in relation to what is a bigger shared story about their encounter with modernity and the West, within which their modern encounter with each other took place. Arguing that regional order will ultimately depend substantially on the relationship between these two East Asian great powers, Goh explores the conditions under which China and Japan have been able to reach strategic bargains in the course of their long historical relationship, and uses this to sketch out the main modes of agreement that might underpin a new contemporary great power bargain between them in a variety of future scenarios for the region. The frameworks adopted here consciously blend historical contextualisation, enduring concerns with wealth, power and interest, and the complex relationship between Northeast Asian states' evolving encounters with each other and with global international society.
