The key policymakers believed that the Chinese state-directed investments threatened the integrity of the liberal governance structures on which the Australian state is founded, and so Australian sovereignty itself. While the response of the Rudd Government was largely ineffectual, the logic underpinning it remains the best framework for guiding Australia's engagement with China into the 2020s, as well as the engagement of other liberal states coming to grips with China's rise.

The scale and speed of the surge of Chinese investment into Australia, largely from state-owned enterprises (SOEs), has raised the question of whether investments by SOEs require special scrutiny. In China, the question is about the treatment of Chinese investment compared with investment from other countries. Clearly, Australia has had a policy environment that is very open to foreign investment, including investment from China. Nevertheless, it is questionable whether measures recently introduced in Australia to review investment by SOEs will restrict Chinese access to the Australian market or encourage a change in the nature of investment projects. How will Chinese enterprises need to adjust to the disciplines and rules in foreign markets? Will the Chinese Government need to take the regulations of host countries like Australia into account in its supervision of SOEs? Australia remains more open to Chinese investment than any other country in the world. Although the issue of SOE investment raises important new questions for policy-makers in Australia and other countries, Chinese investment in Australian resources is very beneficial and, with appropriate institutional and policy initiatives, will continue its strong growth.

Book excerpt: During the controversy over Chinalco's bid for Rio Tinto, there was a heated debate regarding Australia's treatment of foreign investment in general and of Chinese investment in particular. While the main focus of the debate was on actual and perceived barriers to Chinese investment, it also opened up a discussion about the treatment of Australian investment in China. This paper reviews Australian foreign direct investment (FDI) into China and the related policy implications. The paper makes several key judgments about the bilateral investment relationship, including: that China will continue to open up to foreign investment in a manner that best suits China's domestic political agenda; that there are significant perception gaps on key issues between China and foreign investors; that Australia should neither overestimate nor underestimate its strategic importance to China; that there should be very limited expectations about the Australia-China Free Trade Agreement, especially if reciprocity is a key condition; that, even with a significant easing of formal investment barriers to China, Australian FDI is unlikely to be substantially higher; and that Australia needs to ensure that the openness and transparency that we desire from China is also apparent in the way we deal with China, including in the approval process for Chinese investment in Australia.

Book excerpt: Since the 2010s, Chinese companies have invested heavily in Australia, bringing considerable economic benefits to its growth and prosperity. Meanwhile, Chinese investment has been one of Australia's most contentious political issues over the past decade, resulting in a series of policy restrictions. What has motivated Australia's strong political opposition to Chinese investment and subsequent policy restrictions? To existing economic, socio-psychological, and geopolitical explanations, I add the role of fringe parties and national security agencies and propose two domestic processes through which they have seized the opportunity to shape Australia's policy responses to Chinese investment. In the first process, fringe parties emphasize social-cultural concerns to mobilize the public and pressure major parties to shift their policy positions. In the second process, defense and intelligence bureaucracies use national security narratives to persuade political elites into adopting their desired policy positions. Using a combination of elite interviews, archival research, and process tracing, I illustrate the mechanisms by which fringe parties and national security agencies have contributed to the tightening of Australia's foreign investment regulations in three case studies: mining (2008-2010), agriculture (2010-2015), and critical infrastructure (2015-2019). My findings advance the understanding of economic policymaking and have important policy implications for the China debate in the developed world.
