The text is intended to assist authorities in the development of a code of practice with the national chemical industry as a supplement to existing national legislation in line with the spirit of article 12 of the 1988 Convention. Such cooperative and voluntary efforts with the industrial sector are a key component of effective national and regional chemical control programmes and offer an effective means of monitoring precursor chemicals without impeding access by legitimate users.
