As a result, both countries are forecast to have larger economies than the U.S. or EU in the years ahead. Still, in the last year, signs of a slowdown have hit these two giants. Which way will these giants go? And how will that affect the global economy? Any Western corporation, investor, or entrepreneur serious about competing internationally must understand what makes them tick. Unfortunately, many in the West still look at the two Asian giants as monoliths, closely controlled mainly by their national governments. Inside Out, India and China makes clear how and why this notion is outdated. Team IDR felt that since May 2014 when the National Democratic Alliance government took over the reins of governance in India bringing in a more focussed, dynamic and assertive approach in conduct of its foreign relations, it was necessary to review the security paradigm between India and China. Moreover, around the same time there had been a tactile parallel change in leadership at the helm in China too. During the preliminary discussions there were strong views from a certain section of the community of academic scholars and diplomats that China was not an existential THREAT. However, the military community felt that the People’s Liberation Army’s substantive military modernisation manifested such a THREAT. The academic and diplomatic community did feel that there was surely a CHALLENGE in dealing with an assertive rising China – more relevant with a decline of US interest in Asia. To accommodate both views the Title was thus revised to “China – Threat or Challenge?” The Book is a compilation of articles written and published in the IDR since May 2014. Some articles are by Authors who were requested to express their contrary views on the subject so as to present to the Readers broad based views of various Authors across the spectrum on issues impacting India-China bilateral relations. The final verdict, of course, lies entirely with the discerning Readers.

Given Sri Lanka’s geopolitically significant location in the IOR this strategic triangle is bound to have an impact on its national interests and security. The central questions raised by this volume are the following: What are the prospects of competition and cooperation within the strategic triangle? What structure or pattern will the triangular relations assume? How can stability be maintained in the triangular relationship in the interest of peace in the IOR? and What would be the impact of this strategic triangle on a small country such as Sri Lanka situated in a geopolitically significant location in the IOR? The dynamics of the US-China-India strategic triangle in the IOR will be complicated, containing elements of both competition and cooperation. The research contained in the substantive chapters of this volume present a multiplicity of views on the possible patterns that the strategic triangle can assume. Based on Harry Harding’s typology of the strategic triangle in international affairs, these include: one mediating the conflict between the other two; two-against-one; and all-working-together. The multiplicity of patterns that the strategic triangle could assume indicate that there is likely to be considerable fluctuation in its structure. What is important in maintaining stability is that the competition is not allowed to become unmanageable, and the fostering of cooperation based on common interests. The US-China-India strategic triangle poses Sri Lanka as a country situated in a geopolitically significant location in the IOR with both challenges and opportunities. The most fundamental challenge is posed by the tendency of each of these three major powers to subordinate Sri Lanka to their grand strategic objectives and interaction with each other. The fundamental opportunity presented to Sri Lanka by the strategic triangle is that of using its geopolitical importance to each of these three major powers by virtue of its location in the IOR to its own advantage in a way that best serves its national interests.

The dimensions of China-India military confrontation stand radically transformed in the 21st Century with the insertion of the nuclear and maritime dimensions diluting Chinas coercive capabilities against India. The 21st Century is likely to witness an intense Cold War between China and India which most likely could be subsumed in the evolving Cold War II between China and the United States. Contextually, the United States can no longer afford to continue as passive spectator of the China-India military confrontation in the 21st Century. Evolving geopolitical compulsions and imperatives would ultimately force the United States to dispense with its strategic ambiguities on China and Pakistan and push the United States to stand-by India in the intensifying China-India military confrontation. Such a game-changer would ensure that the United States not only stands on the right side of history but also ensures the continued strategic embedment in Indo Pacific Asia of the United States, with Indias strategic support. How has the Chinese state employed force and diplomacy in the pursuit of these objectives over the centuries? What security strategy does China pursue today and how will it evolve in the future? The study asserts that Chinese history, the behavior of earlier rising powers, and the basic structure and logic of international power relations all suggest that, although a strong China will likely become more assertive globally, this possibility is unlikely to emerge before 2015-2020 at the earliest. To handle this situation, the study argues that the United States should adopt a policy of realistic engagement with China that combines efforts to pursue cooperation whenever possible; to prevent, if necessary, the acquisition by China of capabilities that would threaten America's core national security interests; and to remain prepared to cope with the consequences of a more assertive China.
