Book excerpt: Although China has rapidly increased foreign aid to Africa and is now a relatively major player in the developmental assistance regime, little is still known regarding how China delivers its foreign aid, and even less about how this foreign aid actually works in the recipient countries. This book, extensively utilising Chinese sources, much of which have not been available before, examines the effectiveness and sustainability of China's foreign aid in Africa, as well as the political, economic and diplomatic factors that influence Chinese aid disbursement policies. The book argues that a nebulous notion of "friendship", however ill-defined, is a key factor in Chinese aid, something which is often overlooked by Western scholars. Through a detailed examination of both the decision-making process in Chinese aid disbursements, as well as an examination of specific case studies in West Africa, this book improves our understanding of China's foreign aid policies towards Africa. It finds that there are profound shortcomings in China's foreign aid at present which, despite the protestations of "friendship" and solidarity, undermine Beijing’s effectiveness as an actor in the developmental assistance enterprise in Africa. This text will be of key interest to scholars and students of development studies, African studies, China-Africa relations and more broadly to international relations.

The three most important instruments China has at its disposal in Africa are development aid, investments and trade policy. The Chinese government, which believes the Western development aid model has failed, is looking for new forms of aid and development in Africa. China's economic success can partly be ascribed to the huge availability of cheap labour, which is primarily employed in export-oriented industries. China is looking for the required raw materials in Africa, and for new marketplaces. Investments are being made on a large scale in Africa by Chinese state-controlled firms and private companies, particularly in the oil-producing countries (Angola, Nigeria and Sudan) and countries rich in minerals (Zambia). Third, the trade policy China is conducting is analysed in China and compared with that of Europe and the United States. In case studies the specific situation in several African countries is examined. In Zambia the mining industry, construction and agriculture are described. One case study of Sudan deals with the political presence of China in Sudan and the extent to which Chinese arms suppliers contributed to the current crisis in Darfur. The possibility of Chinese diplomacy offering a solution in that conflict is discussed. It outlines how the divide between the Chinese Ministry of Commerce and the Ministry of Education hinders China’s soft power projection, how much of China’s aid is bound up with an education-for-economic-growth outlook, mirroring China’s own recent experiences of economic development, and how China’s aid—prioritized to reflect the commercial sector’s interests—is out of step with most international development aid, which is dominated by education agendas and the campaigns of international organizations and traditional donors; this leaves China easily exposed to the charge of neo-colonialism. This situation also reveals insufficient knowledge production of China and in South-South Cooperation. Substantial production of Southern knowledge should recognize the international development cooperation architecture as an open system by which both traditional donors and Southern countries transform.

After collecting over 1000 development cooperation projects by China and India in Africa using AidData, this book applies the method of qualitative comparative analysis (QCA) to understand the motives behind their development cooperation. Mthembu posits that neither China nor India were solely motivated by one causal factor, whether strategic, economic or humanitarian interests or the size of their diaspora in Africa. China and India are driven by multiple and conjunctural factors in providing more development cooperation to some countries than others on the African continent. Only when some of these respective causal factors are combined is it evident that both countries disbursed high levels of development cooperation to some African countries.

As an integral part of the developed countries' foreign policy, the Organization for Economic Co-operation and Development (OECD) over the years has actively engaged in dispensing aid, informing the term official development assistance (ODA) as the technical definition for foreign aid. In the last twenty years or so, other countries, which are not part of the OECD, as China or India, have started providing aid substantially to developing countries. China's relation with Africa is not a new one, having some shared history and engagement since the 1950s, but the contributions of China's aid within the overall engagement appears to be partly misconstrued due to some idiosyncrasies with the Chinese aid policies and practice. The Chinese aid tends to be less transparent, does not employ the delivery mechanisms that enhance the institutional capacity of the recipient country and is mixed with commercial loans and profitable projects. Its execution especially to Africa cannot be entirely viewed and considered aid as defined by the OECD countries. On the other hand, China has provided a substantial assistance to developing countries and started to refer to it as 'aid' as opposed cooperation. China's foreign aid could be perceived to meet some pressing demands especially in infrastructure for the African countries. As the Sino-African relations advance and at unprecedented levels for the 21st century, it requires the scholarship to understand the motives and interests of China vis-à-vis the African needs within that web of interdependence. Is China's foreign aid thereby featured significantly in the Chinese engagements with Africa? That being so, how could the nature of China's foreign aid to Africa be contributing towards China's relations with the African countries and the type of interdependence it fosters? The research seeks to explain how China's foreign aid to Africa might be facilitating China's closer relations with the African countries, deepening China's influence and how it affects the interdependence with possible benefits for both regions. The study through a qualitative methodology and data collection, examined the general Sino-African relations, empirically analyzed the case study of Ghana and theoretically applied the complex interdependence theory of IR. The findings of the thesis demonstrate that China's aid to Africa and developing countries has basically remained 'tied aid', making it both similar to developed countries' past practice and different from their dominant current practice. The aid enhances China's relations with the African countries while it greases the wheels for other political, economic and soft power gains and influence for China. That in turn advances China's role and image as a rising power in international affairs and diplomacy. At the same time, Africa gains in certain ways from that interdependent relationship but China is yet to become a fully responsible aid provider through aid effectiveness for Africa's development. Until then, Africa might not be deservedly benefiting from that interdependence with the Chinese aid.
