Book excerpt: The bilateral relationship between the U.S. and the People's Republic of China (PRC) is vitally important, touching on a wide range of areas including, among others, economic policy, security, foreign relations, and human rights. U.S. and PRC interests are bound together much more closely now than even a few years ago. These extensive inter-linkages have made it increasingly difficult for either government to take unilateral actions without inviting far-reaching, unintended consequences. The George W. Bush Administration addressed these increasing inter-linkages by engaging with China, regularizing bilateral contacts and cooperation, and minimizing differences. The Administration of President Barack Obama has inherited not only more extensive policy mechanisms for pursuing U.S.-China policy, but a more complex and multifaceted relationship in which the stakes are higher and in which U.S. action may increasingly be constrained. Economically, the United States and the PRC have become symbiotically intertwined. China is the second-largest U.S. trading partner, with total U.S.-China trade in 2008 reaching an estimated $409 billion. It also is the second largest holder of U.S. securities and the largest holder of U.S. Treasuries used to finance the federal budget deficit, positioning the PRC to play a crucial role, for good or ill, in the Obama Administration's plans to address the recession and the deteriorating U.S. financial system. At the same time, the PRC's own substantial levels of economic growth have depended heavily on continued U.S. investment and trade, making the Chinese economy highly vulnerable to a significant economic slowdown in the United States.

State Department officials late in 2005 unveiled what they described as a new policy framework for the relationship one in which the United States was willing to work cooperatively with a nondemocratic China while encouraging Beijing to become a responsible stakeholder in the global system. Other U.S. policymakers appear to be adopting somewhat tougher stances on issues involving China and U.S.-China relations, expressing their concerns about strong PRC economic growth and a more assertive and influential PRC diplomacy in the international arena. Taiwan, which the PRC considers a renegade province, remains the most sensitive issue the two countries face and the one many observers fear could lead to potential Sino-U.S. conflict. Late in 2004 PRC officials created more tension in the relationship by passing an anti-secession law (adopted in March 2005) aimed at curbing Taiwan independence. U.S. officials regarded the action as provocative and unconstructive. In February 2006, Taiwan President Chen Shui-bian suspended the activities of the National Unification Council, a symbol of Taiwan's commitment to unification with China, citing in part the 2005 anti-secession law as a reason for his action. Both the PRC and Taiwan moves have raised U.S. concerns about cross-strait stability. Another matter of growing U.S. concern is China China's increasing global reach and the consequences that PRC expanding economic and political influence have for U.S. interests. To feed its appetite for resources, China is steadily signing trade agreements, oil and gas contracts, scientific and technological cooperation, and multilateral security arrangements with countries around the world, some of which are key U.S. allies.

Book excerpt: During the George W. Bush Administration, U.S. and People's Republic of China (PRC) foreign policy calculations have undergone several changes. President Bush assumed office in January 2001 viewing China as a U.S. strategic competitor. The White House faced an early test in April 2001 when a PRC naval aviation jet collided with a U.S. Navy reconnaissance plane over the South China Sea. But after the terrorist attacks of September 11, 2001, U.S. officials came to see Beijing as a potentially helpful ally in the fight against global terrorism, while PRC officials saw the anti-terrorism campaign as a chance to improve relations with Washington and perhaps gain policy concessions on issues important to Beijing, such as on U.S. arms sales to Taiwan. At the same time, the PRC was undergoing a substantial leadership transition to a new generation of younger officials. This, plus the U.S. anti-terrorism agenda, helped lead to a new sense of optimism and stability in the U.S.-China relationship that continued to prevail throughout the 108th Congress. Despite this new stability, sensitivities remained over long-standing bilateral issues. U.S. officials remained supportive of Taiwan's security and its quest for international recognition, and PRC officials remained firm about reunifying Taiwan under the one China policy. The PRC remained suspicious about what it sees as an encircling U.S. presence in Asia and wary of U.S. technological advantages and global influence, while the Bush Administration periodically announced sanctions against PRC companies for violations of non-proliferation commitments. The PRC's early bungling of the SARS health crisis in 2003 posed new challenges for bilateral relations and was an early test for China's new leadership. The PRC's first manned space flight on October 15, 2003, raised new questions about the aspirations of China's space program and its implications for U.S. security.
