For years, China has been harassing its neighbors in South China Sea and East China Sea, employing both coast guard and maritime militia forces, in the name of safeguarding Chinese sovereignty. This behavior is frequently characterized as constituting ‘gray zone’ activity. As the term suggests, this refers to a state of conflict that falls between peace and war. Interestingly, the Yellow Sea, which is geographically much closer to China than South China Sea or East China Sea, has been comparatively quiet. However, there is a danger that the PRC has the capability to replicate its gray zone activities in this area. Worse, North Korea has also been engaging in carefully-calibrated provocations there. This book addresses pressing questions about these activities and offers: (1) a conceptual framework to understand maritime gray zone operations and Beijing and Pyongyang’s approach, with an unprecedented focus on the Yellow Sea; (2) a comprehensive, fully updated fleet force structure for the PRC’s Coast Guard, together with projections regarding how the Coast Guard is likely to develop in the future; (3) an extensive organizational analysis of the PRC’s Maritime Militia that surveys the many units relevant to Yellow Sea operations, some revealed publicly for the first time; and (4) a detailed assessment of North Korean maritime ‘gray zone’ activities. Inspired by the sharp contrast between their booming economic exchanges and declining political relations in recent years, this book posits that the so-called “end of China–South Korea honeymoon” actually reflects two emerging features in the bilateral relationship. The first is a process of strategic adjustments in East Asia prompted by the new reality of a rising China, and to a lesser extent, a rising South Korea. The second regards both countries’ domestic politics: traditional state autonomy in foreign policymaking is being challenged by better-informed and more assertive general publics who raise, frame, and highlight issues and effectively press their governments for action. In this book, the developments of China–South Korea relations are analyzed from a broader historical and theoretical perspective. Historically, the developments in the bilateral relationship are seen as a sign of transitions in a changing internal and external context. Theoretically, a comprehensive framework is constructed to integrate intergovernmental interactions (conventional diplomacy), semi- and non-official contacts (public diplomacy), and each country’s domestic political institutions. The analysis reveals a complicated and dynamic process that defines the bilateral relationship in the new century.

Instead, it proposes a novel and innovative concept of "interactive arming" and argues that what drives conflict is political rivalry, not weapons acquisitions. Instead of perceiving arming as abnormal behaviour, the book views arming as a natural strategic behaviour of states and military modernisation as a basic requirement for a state’s ability to survive. It proposes a conceptual framework and argues that China's policymakers fail to make complete use of the opportunities in the borderlands for accomplishing foreign policymakers' agenda to strengthen China's relations with other countries, neighboring ones in particular. As a result, these foreign policies reflect the political elites' inadequate consideration of the negative impact of these policies on the borderlands, and underscore their worry for territorial disintegration. Therefore these policies center on the pursuit of central control through exercising administrative-military coercion, making the borderlands economically dependent, standardizing the cultural identity, and indoctrinating CCP-defined ideology. The challenges of the borderlands to the national integration are exaggerated so much that political elites pursued control and standardization at the expense of the identification of many people in borderlands with the regime, China's international image and the relations with its neighbouring countries.
