Book excerpt: Since 2017, the Chinese authorities have detained hundreds of thousands of Uyghurs, Kazakhs and other Muslim minorities in ‘reeducation camps’ in China’s northwestern Xinjiang autonomous region. While the official reason for this mass detention was to prevent terrorism, the campaign has since become a wholesale attempt to remould the ways of life of these peoples—an experiment in social engineering aimed at erasing their cultures and traditions in order to transform them into ‘civilised’ citizens as construed by the Chinese state. Through a collection of essays penned by scholars who have conducted extensive research in the region, this volume sets itself three goals: first, to document the reality of the emerging surveillance state and coercive assimilation unfolding in Xinjiang in recent years and continuing today; second, to describe the workings and analyse the causes of these policies, highlighting how these developments insert themselves not only in domestic Chinese trends, but also in broader global dynamics; and, third, to propose action, to heed the progressive Left’s call since Marx to change the world and not just analyse it. ‘Xinjiang Year Zero provides an analysis of the processes of dispossession being experienced by Uyghurs and other indigenous peoples of China’s Uyghur region that is sorely needed today. Once the predominant ethnic group in the region, Xinjiang's 8.5 million Uighurs now constitute an estimated 40% of the population as many Han have migrated there, particularly to the regional capital, Urumqi. The PRC government asserts that many Muslims in China, including Uighurs, receive preferential treatment due to special policies toward minority groups, that PRC economic policies have benefitted Uighurs, and that firm religious and ethnic policies are necessary to prevent terrorism. In 2010, China's top leadership held the first "work forum" focused on the XUAR. The forum produced an ambitious economic development plan for the region, but did not address longstanding Uighur political and religious grievances.The PRC government has often conflated the religious and cultural practices of Uighurs in Xinjiang with subversive activities or the "three evils of religious extremism, splittism, and terrorism." It claims that the East Turkestan Islamic Movement (ETIM), a Uighur organization that advocates the creation of an independent Uighur Islamic state, was responsible for terrorist attacks in China and has ties to Al Qaeda. In 2011, Xinjiang courts tried 414 cases of endangering state security, up 10% over the previous year. In June 2012, the official press announced that police had arrested six Uighurs in connection with an attempted hijacking aboard a plane travelling from Hotan, Xinjiang to Urumqi. Representatives of the World Uyghur Congress countered that the onboard disturbance was not a hijacking attempt but rather a "brawl over a seat dispute."

It considers international influences, militant Islam, and enduring ethnonational hatreds, all identified by some observers as causes of unrest. While these factors have affected politics in Xinjiang, none is the prime source of friction. The study argues that the system of regional autonomy itself, while billed as a solution to the region?s political problems, has instead provoked discontent and violence. Rather than providing substantial autonomy to Uyghurs, Beijing has thwarted their exercise of political power in various ways. Examining in detail both the legal institutions and the policies enacted in Xinjiang, the study shows how these have contributed to Uyghur dissatisfaction and thus contributed to unrest. In recent years Chinese policy advisors have suggested further diminishing the scope of autonomy in Xinjiang as a way of reducing conflict there. The author argues on the basis of the foregoing analysis that such a move would increase rather than decrease friction. The analysis and the conclusions should be of interest to policymakers and analysts concerned with the conflict in Xinjiang, the other autonomous regions in China, and autonomy regimes elsewhere in the world.This is the eleventh publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

Book excerpt: There has been a significant increase in the twenty-first century in the frequency and intensity of violent incidents in the Xinjiang Uyghur Autonomous Region, the far northwest province of China, where the Uyghurs, the Turkic-speaking Muslim people who historically constituted the majority population, feel themselves displaced and discriminated against by the growing in-migration of Han Chinese. The book explores the continuing unrest in Xinjiang. It focuses in particular on the major violence of July 2009 in the city of Urumqi, on repression and the practice of Islam in southern Xinjiang, and on the policy of the Chinese Communist Party which has used the rhetoric of the "War on Terror" to justify its repression in terms which it hopes will gain sympathy from the international community. The book relates these particular points to the development of China-Uyghur relations more broadly in the longer historical perspective, and concludes by discussing how the situation is likely to unfold in future.
