Based on an extensive, grass-roots survey of local trade union chairpersons, the book reveals that although trade unions in foreign owned firms and in firms dealing with foreign firms are beginning to resemble trade unions in the West, in the majority of firms a state corporatist model of trade unions continues, with chairmen appointed by the party, with many of them occupying simultaneously party and trade union positions, and thinking it right to do so, and having power bases and networks in both the party and the trade union, with initiatives for protecting workers’ interests coming from the top down, rather than the bottom up, and with collective negotiation and democratic participation in union affairs continuing to be a mere formality. The book shows how the state - wishing to maintain political stability - continues to regard itself, legitimated by the concepts of "socialism" and "proletarian dictatorship", as the sole arbiter of and protector of workers’ rights, with no place for workers protecting their own interests themselves in the harsh environment of the new market economy. The book concludes, however, that because the different model of industrial relations which prevails in foreign owned firms is formally part of the government system, there is the possibility that this new more Western model will in time spread more widely.

Book excerpt: Resistance against free trade agreements based on an expanded trade agenda, including issues related to intellectual property rights, trade in services and trade-related investment measures, has increased since the demonstrations at the WTO ministerial conference in Seattle in 1999. While the WTO Doha negotiations have broken down, the EU and USA are increasingly engaged in bilateral free trade agreements, building on this expanded trade agenda. Free trade strategies have increasingly become a problem for the international labour movement. While trade unions in the North, especially in manufacturing, have supported free trade agreements to secure export markets for their companies, trade unions in the Global South oppose these agreements, since they often imply deindustrialisation. The purpose of this volume is to understand better these dynamics underlying free trade policy-making. Academics, trade union researchers and social movement activists analyse these issues in detail in order to explore possibilities for transnational labour solidarity. Book excerpt: This book explores the characteristics of China's outward foreign investment, its motivation, its sector distribution, and its geographical distribution in order to illustrate the current pattern of 'merchant-state dualism' in China's overseas foreign direct investment. Merchant-state dualism is a hybrid relationship between the state and society that maintains state control over merchants, while giving them some autonomy. By investigating the interactions between business and government elites to determine Chinese outward foreign investment, and by exploring the reasons for selecting certain foreign investments in light of internal political and economic concerns and the external effect of investing in politically sensitive countries, the book highlights the political underpinnings and calculations of China's foreign investment. It thus sheds light on current merchant-state dualism by concluding that merchant-state dualism is the most suitable model for explaining contemporary Chinese government-business relations.

More than a quarter of these workers are employed in the Asia-Pacific region, where the industry is based on subcontracted production on behalf of international buyers. Rapid movements of manufacturing activity from country to country in search of cost advantages make clothing workers part of a globalizing labour market where they increasingly suffer from job insecurity. This book presents carefully researched case studies which highlight the ways in which labour is informalized, fragmented and made disposable by the globalization of production. Chapters address issues pertaining to rights and citizenship, and new forms of activism and organization in conjunction and coordination with diverse support groups, consumers, and wider global campaigns.
