China’s shipbuilding industry is poised to make the PLAN the second largest Navy in the world by 2020, and—if current trends continue—a combat fleet that in overall order of battle (i.e., hardware-specific terms) is quantitatively and even perhaps qualitatively on a par with that of the U.S. Navy by 2030. Already, Chinese ship-design and -building advances are helping the PLAN to contest sea control in a widening arc of the Western Pacific. China continues to lack transparency in important respects, but much is knowable through the interdisciplinary research approach pioneered by the Naval War College China Maritime Studies Institute in the series “Studies in Chinese Maritime Development,” of which this is the sixth volume.

During testimony before the Armed Services Committee of the House of Representatives on 13 December 2007, Chief of Naval Operations (CNO) Admiral Gary Roughead observed, "The fact that our shipbuilding capacity and industry is not as competitive as other builders around the world is cause for concern." Pointing directly to Beijing's new prowess in this area, he concluded, "[China is] very competitive on the world market. There is no question that their shipbuilding capability is increasing rapidly." The present study aims to present a truly comprehensive survey of this key sector of the growing Chinese economy. In doing so, it will provide decision makers and analysts with the clearest possible picture of the extraordinary pace of activity now under way in China's ports, as well as the commercial and strategic implications flowing from this development. China's rapidly growing shipbuilding industry has focused primarily on commercial vessels. However, the People's Republic of China (PRC) government classifies shipbuilding as a strategic sector and has limited foreign shareholdings in Chinese shipyards and marine diesel and crankshaft factories to 49 percent. Viewed through a commercial lens, these actions raise World Trade Organization (WTO) compliance questions. Strategically, this affirms that Beijing sees a strong shipbuilding industry, upon which it is able to exert considerable influence, as a central pillar in China's maritime development. China's shipbuilding industry benefited greatly from Deng Xiaoping's defense conversion program. Compared to other defense-related enterprises, such as aerospace, the Chinese shipbuilding industry has enjoyed a much smoother transition to international competitiveness. This stems from timing and structural advantages.

Building upon previous reports drafted in 2008 and 2011, it aims to analyse China's shipbuilding sector from a holistic and multidisciplinary perspective (e.g. the interconnection between trade, competition, monetary, financial, fiscal and industrial policies), with a particular emphasis on government support measures. Key findings from these analyses suggest that: 1) China's shipbuilding industry has been labelled as a strategic industry, which may equally explain China's intention to move up the shipbuilding value chain, 2) State-owned conglomerates hold a lot of influence in China's shipbuilding industry, 3) Government support to the Chinese shipbuilding industry is alleged to have contributed to global excess capacity.

An attempt has been made to trace the illustrious past of Indian shipbuilding from the Bronze Age, through the ancient kingdom period, to the present times, in the backdrop of Indian maritime history. The operational requirement of commercial as well as defence shipbuilding has been analysed to assess the available potential market space for the Indian shipbuilding industry. Lessons from history help to formulate future strategies. In pursuit of this, the book investigates the global trends in commercial shipbuilding since the industrial revolution period to date; the success stories of leading shipbuilding nations viz.UK, USA, Japan, Korea and China have been analysed. The benefits accrued by these nations through shipbuilding have been summarised. The strategies adopted by each of these countries to reach the pinnacle in shipbuilding have been examined and the salient features relevant for India have been identified. Productivity measurement in shipbuilding has been examined and the problems with the current system have been highlighted, along with solutions. This book suggests the usage of Data Envelopment Analysis (DEA), a mathematical linear programming technique, as an appropriate tool to measure total productivity as well as profitability. The various ways of improving profitability in shipbuilding, by way of cost-cutting techniques, along with some Indian case studies have been explained in the book. Keeping the ‘Indian Maritime Agenda 2010-2020’ vision document in the backdrop, a strategic appreciation of the Indian shipbuilding industry has been undertaken using the SWOT, the Matrix and the Scenario analyses. Based on these analyses, strategies have been formulated for all the stakeholders who can influence the Indian shipbuilding industry. The book then identifies the need for an alchemist leader, who can harmonise all the stakeholders and thereby propel the Indian shipbuilding industry towards achieving the long-term goal of creating a prosperous India.
