Book excerpt: The hypothesis of the paper is that there is a statistically significant and negative relationship between regional inequality and national economic growth. This paper analyzes the impact of regional disparities on economic growth overall in China, controlling for key determinants of economic growth. While China has made remarkable advances towards growth in the past 25 years, the average income gap between regions has been magnified over the period. One consequence of the current economic growth is increased regional income disparities that pose the risk of interregional conflict in the future. In order to determine the impact of regional disparities on economic growth, this study quantifies a number of the determinants of economic growth and analyzes the impact of regional inequalities and its influence on economic growth in China. In this respect, the five independent variables used in the model (agricultural GDP share, enrollment, foreign capital actually utilized, the balance of trade, and the privatization ratio of industrial enterprises) capture the four factors (land, labor, capital, and technology) of the classic economic growth function, supporting high explanatory power to predict the relationship between regional disparities and economic growth. The analysis uses pooled time-series data on all 31 Chinese provinces from the years 1996-2004; it employs OLS model with temporal fixed effects. As expected, the results indicate that a negative relationship exists between regional disparities and economic growth. The negative impact of inequality on economic growth is broadly covered in past research but never investigated empirically. This study's findings confirm that the current practice of targeted economic stimulation could be detrimental to national growth overall. Though none of past literature directly illustrates how regional inequalities affect economic growth, the studies provide useful explanations of the determinants of economic growth as well as the impact of regional disparities. Consequently, this enables me to attempt to combine knowledge from the two literature sets in determining how regional inequalities affect national economic growth. Additionally, the findings of this study suggest that the city-based economic policies could in fact have a net detrimental effect on provinces. It is discussed in China recently that inequality in urban-rural and rich-poor is also a serious social issue that the Chinese government should address. Collecting city-level or county-level data might yield microscopic results estimating the impact of regional inequality on economic growth. Therefore, if access to city- or county-level data is possible in the future, further research studying intra-provincial disparities would contribute to the studies of regional inequalities in China.

Since adoption of the open-market policy reforms in 1978, China has experienced rapid economic growth. At the same time, its level of income inequality turned from one of the world's most equal to one of the most unequal. During long periods of time China was the country that experienced the fastest increase in income inequality. This bags the question whether income inequality is in fact the causal reason for economic growth or the necessary outcome of it. In the wake of this, income inequality in China has developed into several dimensions of inequality drivers ranging from an extensive urban-rural inequality, cross-regional inequality, inequality of education or wealth inequalities.

Abstract: Abstract of the thesis titled "The Political Economy of Regional Disparities in Transitional Economies: A Case Study of Jiangsu Province, People's Republic of China" submitted by Guoying Long for the Degree of Doctor of Philosophy at the University of Hong Kong in March 2002 Since 1978, China has introduced a series of economic reforms and open policies aiming at getting some people and places rich first and eventually reaching common wealth. However, there is little sign that the "trickling down" effects are taking place. Interprovincial disparities have been significant and so are intraprovincial disparities. A detailed study of the case of Jiangsu Province has shown that intra-provincial differentials of various socio-economic and cultural indicators among the three regions (north, middle and south), and all 75 administrative units at the county level have been enlarged. Besides historical factors and geographical proximity to large cities, this dissertation finds that economic reforms and open door policies, including preferential policies for the coastal regions and non-state owned economic sectors, decentralization of administrative and economic power, and land marketization and housing modification etc. are determining factors in regional development. Furthermore, state power as manifested through the personnel appointment system, and political leadership have great influence on regional development. The later refersto the origins of upper level leaders and local leaders, and the stability of local leaders. As one of the leading provinces, provincial leaders in Jiangsu Province has acknowledged the severity of intraprovincial disparities, and a series of strategies have been implemented to alleviate these disparities. However, the effect is minimal. The underlying factor is that the political system and state power have changed little under the changing economic context. Thus, the first thing that needs to be changed is the socio-political system. However, it is a very complex system involving many vested interests. There are many difficulties in reforming it comprehensively in the foreseeable future. A more pragmatic way to eradicate poverty in lagging regions would be rural industrialization based on local agricultural produce, and improvement of population quality through education. Book excerpt: Following the 1978 economic reforms, China gradually became first amongst developing countries and the second in the world, after the USA, in terms of stock of inward Foreign Direct Investment (FDI). Sustained GDP growth, a high rate of capital return and brisk economic development made China one of the best destinations for foreign capital; however, the benefits of this spectacular growth have not been evenly distributed throughout the various Chinese regions. There are many low-income and poor economic performing provinces in China although poverty is mainly concentrated in the inland regions. Since the beginning of the 2000s, a series of policies have been designed and implemented by the Chinese government to encourage foreign company investment in central and western provinces to help decrease the regional inequality with limited successes. This paper uses Panel Least Squares method to empirically analyze the impact of industrial sector FDI on Chinese regional inequality during 2003-2013. The resulting analysis shows the connection between FDI in industrial sectors and regional inequality in China. In particular, regional inequality affects FDI location choices. The findings show that economic and non-economic indicators such as human capital, infrastructure, per capita income, and government policies affect regional inequality and foreign firms' location choices. Despite government policies to support inland regional economic development, foreign firms still prefer to invest in coastal provinces further illustrating the effects of clusters in this region.
