Book excerpt: This paper examines gender inequality in the context of structural transformation and rebalancing in China. We document declining women's relative wages and labor force participation in China during the last two decades, despite rapid growth and expansion of the service sector. Using household data, we provide evidence consistent with a U-shaped relationship between economic development and women's labor market outcomes. Using a model of structural transformation, we show that labor market barriers for women have increased over time. Model counterfactuals suggest that removing these barriers and increasing service sector productivity can boost both gender equality and economic growth in China.

Engaging the question of whether waged work gives women power in their families, this ethnographic study finds that women do indeed use their new positions and urban status to negotiate their family status. However, women use these new resources not necessarily to promote their own individual liberation, but rather to strengthen their contribution as wives and, especially, as mothers. Thus, this new modernity provides a space for the re-inscribing of traditional roles, even as it may work to give women new-found power within their families. How and why this process occurs is related to the dual inequalities these women face as rural migrants and as women.

It finds that, in many ways, inequality may have been an inevitable by-product of China's investment and export-led growth model. Between Chinese households, we find that the most important factors explaining income inequality are location, education, access to health insurance, and labor market variables, including the sector of employment and enterprise size. Across China's provinces, divergences in per capita incomes are driven by the relative level of capital-intensity, public spending, financial access, privatization, and urbanization. In addition, excess liquidity may have exacerbated inequality in the last decade, by driving up property prices and the wealth gap. Based on these results,policies that could help broaden the benefits of growth in China include maintaining prudent monetary and credit policies, a more progressive fiscal tax and expenditure system, higher public spending on health and education, deregulation and reforms to increase competition, measures to raise labor incomes and assist vulnerable workers, and better access to finance for both households and SMEs, including in rural areas. Not surprisingly, given the argued nexus between China's growth strategy and inequality, many of these reforms are the same ones that would help rebalance its economy toward consumption and household incomes.

Book excerpt: Chinese GDP growth faces rising handicaps that include the slowdown and eventual contraction of its labour force, a complication of which is its rising sex ratio at birth. The undesirable consequences of the resulting gender imbalance include excessive saving as families with boys compete to match their sons with scarce girls, trafficking in women and rising disaffection and crime amongst the low-skill male population. These are reviewed and analysed using a dynamic model of both economic and demographic behaviour. The results show that the proportion of unmatched low-skill males of reproductive age could be as high as one in four by 2030, with numbers too large for female immigration to be a solution. Policies to rebalance the sex ratio at birth will take decades to reduce the sex ratio at reproductive age and any associated allowance of higher fertility would slow growth in real per capita income. Yet the results suggest that the beneficial effects of reduced male disaffection and crime could outweigh the losses from reduced saving and higher population.

It finds that policies will need to play an important role in curbing inequality in the future, as projected structural trends will put further strain on equity considerations. In particular, fiscal policy reforms have the potential to enhance inclusiveness and equity, both on the tax and expenditure side.
