Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.

In the face of serious environmental concerns and increasing electricity demand, this book examines the environmental impacts that coal power plants have on water resources and the impact water availability has on the electricity sector in a country with a significant number of water-scarce provinces and a large number of power plants located on inland waterways. It discusses the water impacts and constraints for transforming the electric power sector away from coal to renewable energy sources, such as hydropower and concentrated solar power. This book examines the transformation of China’s conventional and renewable energy sectors, with special attention to state-business relations. Two studies examine the development of China’s energy profile, especially China’s renewable energy. Two others explore governmental relations with state-owned enterprises (SOEs) and their reform. Despite drastic restructuring in the late 1990s, SOEs continue their oligopolistic control of the oil and gas sectors and even overshadow the stock market. Three studies investigate the factors that help propel the expansion of China’s conventional energy firms, as well as those producing renewable energy (i.e. solar PV industry). A study of China’s solar PV industry suggests that China’s governmental support for it has evolved from subsidising production (a "mercantile" stage aimed at expanding the industry’s global production and export share) to subsidising the demand side (aiming at expanding domestic demand and absorbing redundant manufacture capacity). Another review of this industry finds that firms tend to pay heavy attention to extra-firm institutional network relationships both inside and outside China, and that buyer-supplier networks are influenced by extra-local managerial education. The final chapter compares China’s provinces and their embedded carbon-footprints per capita in urban areas from a consumption perspective, using a self-organizing feature map (SOFM) model. Book excerpt: Based on a report by a World Bank task force, this book provides a candid assessment of the Bank's operations in Sub-Saharan Africa. The book examines how the Bank can strengthen its operational response to poverty and improve food security, recommends improvements and innovative approaches to poverty reduction, and discusses ways of strengthening and making further use of regional initiatives. Although the report identifies improvements in the work on poverty reduction that have taken place since 1995, it finds that much remains to be done: * On average, 45 to 50 percent of Sub-Saharan Africans live below the poverty line, a much higher proportion than any other region of the world except South Asia. * The commitment of governments to poverty reduction is usually weak; only about 12 African governments have such a commitment. * Economic growth rates are generally far too low to reduce poverty significantly; growth rates of 6.5 percent per year are required for countries in this region to reduce poverty at an acceptable rate. * The World Bank's lending has emphasized growth, focusing almost 58 percent of its assistance to the region on creating the mechanisms for growth through policy change and large-scale investments. * The World Bank's focus on poverty reduction in programming and lending must intensify in all its operational work. * All development partners should establish stronger collaboration in planning their assistance programs.

Since the early 1980s, the Chinese Government has eased restrictions on the power industry and ensured private participation in power sector development. In the aftermath of the Asian economic and financial crisis, concerns are being raised about Chinese currency (Renminbi) devaluation and the impact of the slowdown of electricity growth on the implementation of past contracts and new investment opportunities. To address these concerns, China's Ministry of Finance and the World Bank sponsored a two-day conference, held in Beijing June 22-23, 1999. The conference aimed to improve understanding and narrow the gap in perceptions of risks related to project development among government officials, representatives of provincial power companies and financial institutions, and private investors. The first part of this publication is dedicated to the narrative summary of the conference. The second part presents a background paper prepared for the conference to take stock of the progress achieved and identify issues and problems that still need to be addressed to create an environment conducive to further private involvement in power sector development. This publication will be useful to the international community that is interested in past and future development of private sector involvement in China's power sector, such as, Chinese government officials, power companies, private financial institutions, and private investors.
