Book excerpt: Over the last decade China’s investment in Latin America and the Caribbean (LAC) has increased substantially in volume and become more diversified from natural resources to other industries. Using cross-border mergers and acquisitions data, we demonstrate that since mid-2010s China’s overseas investment has tilted toward sectors where China has a comparative advantage in the global markets, a trend similar to that of other major foreign direct investment (FDI) source countries. Moreover, China’s rising overseas investment can be linked to the rebalancing of Chinese economy, and LAC stands to benefit from its complementarity vis-à-vis China in sectors where the rising Chinese overseas investment can be met with LAC’s own investment gaps. The COVID-19 pandemic could have a long-lasting impact on global value chains and FDI flows, which poses both challenges and opportunities to LAC in attracting FDI, including from China, to support the region’s long-run economic development.

Book excerpt: As Chinese investment in South America has grown exponentially and influenced the region, has South America benefited from the investment? This paper features case studies of both Venezuela and Argentina to illustrate how Chinese investment has had different effects on these two economies. Venezuela has relied heavily on loans-for-oil to fuel its socialist economy and feed its political structure, resulting in very negative outcomes. On the other hand, Argentina has channeled Chinese investment mostly into infrastructure, such as energy diversification projects, with the construction of two hydroelectric dams, two nuclear reactors, and upgrades to its outdated railway systems. Chinese investment can boost South American economies if it is used for infrastructure that will lead to less reliance on additional Chinese loans. Unfortunately, both countries rely heavily on raw material exports and need to ensure that manufacturing and technology-based jobs are not lost in the process. As China gains more influence in the region, the United States needs to provide alternate sources of investment and bring to light the pitfalls created by the current Sino-South America partnership. As it grew into a major industrial power, it demanded enormous amounts of steel for new factories and cities, copper for electronic wires, petroleum for cars and manufacturing plants, and soybeans and cattle to feed its workers. By the 1990s, many Latin American countries were riding China's coattails and beginning to prosper from the new demand. Ever since China entered the World Trade Organization at the turn of the century, Latin America supplied China with more and more of the primary commodities it needs and more. That in turn has produced one the most impressive periods of economic growth on the continent in fifty years. And it was more evenly spread too - a region infamous for its extreme inequality saw it decline by a couple of percentage points over the course of the era. In The China Triangle, Kevin P. Gallagher traces the development of the China-Latin America trade over time and covers how it has affected the centuries-old (and highly unequal) US-Latin American relationship. He argues that despite these opportunities Latin American nations have little to show for riding the coattails of the 'China Boom' and now face significant challenges in the next decades as China's economy slows down and shifts more toward consumption and services.
