Book excerpt: "Across periods of historical reforms, the People's Republic of China (PRC) has consistently signaled that logistics is an essential integrator for the development of economic and military power. This thesis asks the question, "To what extent has the PRC prioritized logistics reforms to develop economic and military power?" Through a structured-focused case study comparison method, this study evaluates the condition of a nation's logistics system and its relationship to the economy and military power development. Findings reveal that across the 1980-2016 modernization period, the PRC prioritized logistics reforms to maximize peacetime development of resources and the mechanisms to exploit them in crisis or war. This study concludes that the PRC has prioritized the transformation of its logistics system from a condition of being disparate, underdeveloped, and unplanned, to a connected, developed, and integrated one. The CCP has signaled that logistics will continue to be a strategic component of its national enterprise. Ultimately, through logistics reform, the PRC is ensuring protection of its national interests, sustainment of its strategic lifelines, and assuring domestic security and prosperity at home. This study finds that the China Communist Party (CCP) is reforming the economy, military, and logistics to strengthen national mobilization as part of strategic modernization objectives. The PRC is expected to continue to address limitations in Civilian-Military Integration (CMI), national distribution, supply chain performance, and joint logistics precision support in advancement of the China Dream. The study concludes with recommendations for the U.S. and areas of further research in China's logistic distribution and infrastructure development; China's national mobilization system; and a complementary study of the development of the Chinese Defense Industrial Base (DIB) and implications for continued CMI transformation."--Abstract.

This development results in extended, truly global supply chains and thus places a higher pressure on working capital. Therefore, several definitions of Supply Chain Management already encompass financial aspects and demand a more integrated consideration of material, information, and financial flows within supply chains. However, more precise theory on “Supply Chain Financing” is understudied and initial implementation of related solutions in industry has only gained momentum during and after the economic and financial crises of 2008 and 2009. In contrast to traditional financial instruments for supply chains – for instance trade finance products which have been around for more than a century – Supply Chain Financing leverages larger and influential members of supply chains. These firms might, for instance, provide easier and cheaper access to financing for smaller supply chain members supporting their profitability through renegotiated and reduced purchasing prices. Echoing recent research results on supply chain risk management, other firms may prefer to take on a supply chain perspective and work on creating agile and resilient supply chains. In this context, Supply Chain Financing can be employed to ensure liquidity for crucial upstream and downstream supply chain partners thereby allowing a firm to effectively control risk while making the most of remaining growth opportunities in emerging markets like China!
