Book excerpt: What has China gained from its foreign aid and investment activity? Does the instrument China chooses reveal its political motive? Does Chinese economic statecraft present a challenge to U.S. national interest? To answer these questions, this thesis examines the history of Communist China's foreign policy in Cambodia and in Kenya since 1956 and 1964, respectively. China has delivered aid to, made investments in, and traded with both states, but the interests China has pursued, and the vigor with which it has pursued them, are different in each. In Cambodia, China has a rich and continuing record of intrusive political influence and military engagement. In Kenya, China's purchase of political influence under Mao has cooled considerably to become today's arm's-length trade and development relationship. This thesis concludes that Chinese economic statecraft buys political influence in Cambodia but not in Kenya, where aid is developmental and investment is driven by business opportunity. Book excerpt: China in recent years has been pursuing its national interests through its exercise internationally of soft power and economic power as it projects nonconfrontational, friendly diplomacy to states in developing regions. Using its soft-power projection to promote its own national interests, China has not sought to replace or supplant the United States in its role of security provider in the Middle East, Southeast Asia, or Latin America. U.S. policymakers must recognize China's objectives of maintaining its own internal stability and economic growth as they craft policies to ensure the United States promotes its own policies effectively. The United States can do more to collaborate with China in the developing world, particularly in the areas of energy, health, agriculture, and peacekeeping. If such collaboration were to take place, both nations would find themselves working toward a great global public good.

As the eminent China scholar David Shambaugh explains in Where Great Powers Meet, the United States and China are engaged in a broad-gauged and global competition for power. While this competition ranges across the entire world, it is centered in Asia. In this book, Shambaugh focuses on the critical sub-region of Southeast Asia. The United States and China constantly vie for position and influence across this enormously significant area--and the outcome of this contest will do much to determine whether Asia leaves the American orbit after seven decades and falls into a new Chinese sphere of influence.
