Book excerpt: Although China has been an important external actor in South Asia since the middle of the last century, it is only in the 21st century that China became a decisive influence on the region's evolution. The emergence of China as the world's second largest economy had naturally made it the largest trading partner for most of the South Asian countries. China's rapid military modernisation, facilitated by its expansive economic growth, had a major impact on the region's security politics. China's political and diplomatic weight is now visible sharply not only in the economic, foreign and security policies of the South Asian nations but also in their domestic politics.Meanwhile, India has emerged, albeit at a slower pace than China, as a major power over the last two decades. Like Beijing, New Delhi's geopolitical aspirations too have steadily risen during that period. This has set the stage for growing strategic friction between the India and China. The friction has enveloped many regional and global domains, but its greatest expression has been in the shared South Asian neighbourhood. India is determined to sustain its traditional primacy in the region and China is determined to consolidate its growing influence in South Asia. The sharpening friction has also begun to intersect with the growing great power tensions, especially between the United States and China. Many elements of these new dynamic have drawn academic engagement, in particular from the major power perspectives. However, the voices of the smaller South Asian nations have not been sufficiently heard or analysed. This volume seeks to address that major gap in the current discourse on the Indian subcontinent and its changing role in great power politics.This volume brings multiple regional voices to assess how the various South Asian nations are dealing with the growing rivalry between India and China. Many of the chapters in this volume were initially published as shorter essays by the Institute of South Asian Studies in its South Asia Discussion Papers series in 2020. Book excerpt: In East Asia, the United States is often acknowledged as a key determinant of stability given its military presence and role as a security guarantor. In the post-Cold War period, regional uncertainties about the potential dangers attending a rising China have led some analysts to conclude that almost all Southeast Asian states now see the United States as the critical balancing force. In contrast, based on case studies of Thailand, Singapore, and Vietnam, this study argues that key states in the region do not perceive themselves as having the stark choices of either balancing against or bandwagoning with China. Instead, they pursue hedging strategies that comprise three elements: indirect balancing, which mainly involves persuading the United States to act as counterweight to Chinese regional influence; complex engagement of China at the political, economic, and strategic levels, with the hope that Chinese leaders may be socialized into conduct that abides by international norms; and a more general policy of enmeshing a number of regional great powers in order to give them a stake in a stable regional order. The study also investigates each state?s perceptions of the American role in regional security and discusses how they operationalize their hedging policies against a potential U.S. drawdown in the region, as well as the different degrees to which they use their relationships with the United States as a hedge against potential Chinese domination. Finally, it discusses these states? expectations of what the United States should do to help in their hedging strategies toward China, suggesting a range of policies that span the military as well as political, diplomatic, and economic realms. This Routledge Focus book charts the ways in which India’s international strategies of status seeking have evolved from Independence up to the present day. The authors focus on the social dimensions of status, seeking to build on recent conceptual scholarship on status in world politics. The book shows how India has made a partial, though incomplete, shift from seeking status by rejecting material power and proximity to major powers, to seeking status by embracing both material power and major power relationships. However, it also challenges traditional understandings of the linear relationship between material power and status. Seven decades of Indian status seeking reveal that the enhancement of material power is one of only several routes Indian leaders have envisaged to lead to higher status. By arguing that a state requires more than material power to achieve status, this book reshapes understandings of both status seeking and Indian foreign policy. Book excerpt: China’s engagement with ASEAN over the South China Sea, from the Declaration on the Conduct of Parties in the South China Sea to the ongoing negotiations on the Code of Conduct (COC), exhibits a dynamic continuum with two constants: 1. Dismissal of any legally binding instrument that would constrain China’s freedom of action; and 2. Persistent territorialization of the SCS despite Beijing’s simultaneous diplomatic engagement with ASEAN. The continuity is juxtaposed with elements of change in China’s engagement with ASEAN, as afforded by the former’s growing power and influence. This metamorphosis is manifested in China’s efforts to undermine ASEAN unity, robustly assert its claims in the SCS, and use economic statecraft towards ASEAN member states in return for their acquiescence. China’s more “active” engagement in the COC over the past three years is tactical and does not signify a fundamental change in its long-term strategy that seeks to eventually establish its sovereignty and control over the SCS based on the nine-dash-line (NDL). The divergent positions between China and some ASEAN member states on the COC, especially its scope of application, self-restraint elements, legal status and dispute settlement mechanism, are not easy to reconcile. The COC may end up being a non-binding political document with a general scope of application, which will have little effect in regulating the contracting parties’ behaviour.
