From 25 - 27 September the congress again served as a forum for the cement industry, with engineers, researchers and equipment suppliers sharing their knowledge on state-of-the-art cement manufacturing technology. Nearly forty speakers from around the world reported on their specialist fields. More than six hundred participants from almost 50 countries heard lectures on topics of high relevance to those working along the value chain of cement and concrete. In times of an about-turn in energy policy, sustainability, energy efficiency and the use of natural resources were again key topics, as well as technical advancement in grinding and burning technology. An outlook on future developments in the global cement and energy markets and research reports on new cements completed the congress programme. Even if the global economy is still facing enormous challenges and the economic growth of the emerging countries has slowed down, cement remains a building material without which modern society could not function. Technological progress and the predicted increase in global demand for cement are the basis for the future growth of our industry. The VDZ Congress 2013 has once again illustrated how cement producers and users, researchers and equipment suppliers can work together to successfully master the challenges our industry faces.

Book excerpt: Prior to 1979, China had a bifurcated and geographically-dispersed industrial structure made up of a relatively small number of large-scale, state-owned enterprises in various industries alongside numerous small-scale, energy-intensive and polluting enterprises. Economic reforms beginning in 1979 led to the rapid expansion of these small-scale manufacturing enterprises in numerous energy-intensive industries such as aluminum, cement, iron and steel, and pulp and paper. Subsequently, the government adopted a new industrial development strategy labeled "grasp the large, let go the small." The aims of this new policy were to close many of the unprofitable, small-scale manufacturing plants in these (and other) industries, create a small number of large enterprises that could compete with OECD multinationals, entice these larger enterprises to engage in high-speed technological catch-up, and save energy. China's Technological Catch-Up Strategy traces the impact of this new industrial development strategy on technological catch-up, energy use, and CO2 emissions. In doing so, the authors explore several detailed, enterprise-level case studies of technological catch-up; develop industry-wide estimates of energy and CO2 savings from specific catch-up interventions; and present detailed econometric work on the determinants of energy intensity. The authors conclude that China's strategy has contributred to substantial energy and CO2 savings, but it has not led to either a peaking of or a decline in CO2 emissions in these industries. More work is needed to cap and reduce China's CO2 emissions.

The contributions were presented at the 4th International Conference on Greenhouse Gas Control Technologies (GHGT-4). It was the largest gathering of experts active in this new and fast-developing field. GHGT-4 was different from its predecessors in that it included all greenhouse gases, not only CO2, and all issues which could contribute to the mitigation of the greenhouse problem - technical, economic and political. The main focus was on practical solutions and real demonstrations of mitigation technology being planned and implemented today. It also addressed ways to increase the efficiency of power production and utilisation, and looked at proposals to encourage the development of renewable energy sources. During the Opening Session, 10 keynote addresses were heard from prominent personalities in government, industry and academia. To tackle this very inter-disciplinary problem and to achieve acceptable solutions, it is essential for industry and government to initiate intense dialogue and cooperation. Conferences like this can provide the opportunity for a meeting of minds between engineers and politicians in the face of global challenge. The primary attributes of this global challenge are manifold: the problem is global and international; it is inter-disciplinary, both in substance and approach; it covers technical, political and economic issues and involves government, science, industry and academia; it is complex and non-linear; and it will take the efforts of all parties involved to solve the problem. These proceedings contain ideas for starting demonstration projects and for making better use of the power and flexibility of market measures. They also show it is a problem we can influence and that there is a wealth of ideas. The challenge now is to find the right partners to put these ideas into action.

There was no surplus of productive capacity in above industries between 2002 and 2012, and the current surplus is due to poor government policies on real estate prices after 2012. The book argues that if the Chinese government invested more in social welfare housing over the next few years the surplus of productive capacity would very soon disappear.

Circular economy (CE) is important towards sustainable development, resources circulation and conservation, involving closing of material loops and cascading used resources, to prevent waste occurrence, and transforming the resulting residual streams into new (secondary) resources. Strategies and legislative framework for waste management are important steps for development of a more CE where resource efficiency becomes the key driver for both economic growth and environmental protections. A few countries achieved good results implementing CE as a replacement of the linear economy. Resource managers and planners should thoroughly identify factors to implement CE for societal benefits. This book presents how resource consumption is minimized with rational use based on 3Rs, legislative framework and government supports towards implementing CE initiatives, example of best practices, future plans and targets in different countries those are helpful for researchers, planners and implementers.
