Given that the prediction for the settlement of China’s remaining disputes is largely doubtful, this book investigates the reasons for differences in Chinese behaviour with India. China’s boundary dispute with India is a subject of deliberation and it remains to be seen whether China plans to devise its ‘boundary diplomacy’ with a country as huge and strong as India.

Since 1949, China has defused or resolved 18 of its 23 territorial disputes, usually receiving 50 percent or less of contested land in the final settlement. China has resorted to force in 5 of its disputes, but has usually not seized large amounts of land. To account for this variation, I develop a theory of settlement strategies to explain why leaders cooperate or escalate in territorial disputes.

The authors have revisited the seemingly intractable India-China border dispute from a contemporary conflict resolution perspective and thus are relatively detached from the historical baggage that has so often influenced other commentaries on this controversial subject. The great natural defensive line of northern India, the mighty Himalayas, separating Tibet from north-east India, is a barrier which, by tradition, was impenetrable. This defensive line is embodied by the 1914 Line, India s non-negotiable interest. Thus, from an Indian perspective, it can never be conceived that its frontiers with China are ever formalized on the Brahmaputra plains. Further, the 1914 alignment, aside from its strategic sanctity, also upholds the ethnic and linguistic affinities to peoples south of it, who are distinct from the homogenous Tibetan or Han people. Similarly, from China s perspective it too is in possession of its non-negotiable interest the Aksai Chin plateau. And therein lies the essence of an east-west swap. By retracing the historical record, the authors argue that such a swap is eminently feasible and historically justifiable. Moreover, realpolitik demands it. From the Indian perspective, however, it should be equally clear that a bipartisan national consensus is imperative for any breakthrough resolution to emerge. It remains to be seen, however, if political managers on both sides are able to muster the necessary will to resolve a dispute that has lasted for more than half-a-century. Over the years, while China gradually calmed and settled most land-border disputes with its neighbors, disputes on the ocean frontier continued to simmer in a seething cauldron. China's Policy towards the South China Sea attributes the distinctive path of China’s approach to maritime disputes to a unique factor – the law of the sea (LOS) as the "rules of the road" in the ocean. By deconstructing the concept of "sovereignty" and treating the LOS as an evolving regime, the book examines how the changing dynamics of the LOS regime have complicated and reshaped the nature and content of sovereign disputes in the ocean regime as well as the options of settlement. Applying the findings to the South China Sea case, the author traces the learning curve on which China has embarked to comprehend the complexity of the dispute accordingly and finds that it is the dynamic interaction of the law of the sea regime and the geopolitical conditions that has driven the evolution of China’s South China Sea policy. Book excerpt: This book examines the interplay of two sets of policies: the Chinese government's policies to its borderlands and international relations. It proposes a conceptual framework and argues that China's policymakers fail to make complete use of the opportunities in the borderlands for accomplishing foreign policymakers' agenda to strengthen China's relations with other countries, neighboring ones in particular. As a result, these foreign policies reflect the political elites' inadequate consideration of the negative impact of these policies on the borderlands, and underscore their worry for territorial disintegration. Therefore these policies center on the pursuit of central control through exercising administrative-military coercion, making the borderlands economically dependent, standardizing the cultural identity, and indoctrinating CCP-defined ideology. The challenges of the borderlands to the national integration are exaggerated so much that political elites pursued control and standardization at the expense of the identification of many people in borderlands with the regime, China's international image and the relations with its neighbouring countries.
