The turn to 'police peacekeeping' has generally been met with enthusiasm in both academic and policy circles, and is often understood to provide a more civilian instrument of intervention, better suited to mandates that increasingly emphasize protection. Rebuilding local police forces along democratic, liberal lines is seen as a prerequisite for a successful transition towards peace and stability. In this book, Lou Pingeot questions this optimistic reading of police peacekeeping, and demonstrates that the logic of policing leads to the depoliticization of conflict and the criminalization of those who are deemed to threaten not just public order but social order, authorizing violence against them in the name of law enforcement. Police Peacekeeping proposes a new way of studying peace operations that focuses not on their success or failure, but on how they allow people and ideas to circulate transnationally. It shows that peace operations act as a point of cross-fertilization for the creation and transmission of policing discourses and practices globally. In so doing, these missions contribute to (re)producing social orders that are based on the exclusion of often racialized, socio-economically marginalized populations, both 'domestically' (in countries of intervention) and 'internationally' (in troop contributing countries). The book draws on and contributes to critical understandings of police power that show that police forces were never meant to protect all equally. It also furthers our understanding of policing at a global level. Drawing on interpretive, feminist, and postcolonial methodologies that emphasize relations, processes, and situatedness, Lou Pingeot's in-depth study of UN intervention in Haiti shows how a single site can help illuminate global processes. Rather than starting from Haiti's supposed deviance from international expectations and norms, she posits that Haiti can reveal a great deal about how policing functions globally.

Book excerpt: China, in the past five years, has developed a proactive global policy and is emerging as a new global power with particular focus on developing countries in Central Asia, Southeast Asia, Latin America and Africa. What is the role of Africa in China's emerging global foreign policy? In 1998, China's aid to Africa was $107 million. By 2004, it had reached $2.7 billion, 26% of its international assistance that year. In 2005, Africa-China trade reached $40 billion, 35% up from the previous year. China is interested mainly in four sectors: infrastructure projects, regional banks such as the African Development Bank, training of African professionals particularly in economic management, and institutions of higher education with the goal of establishing Chinese language programs. The human factor is also important. Chinese Diaspora is fast increasing. For example, in Zambia, it grew from 3,000 to 30,000 in ten years and, in South Africa, from practically none to 300,000. African countries constitute a new market for Chinese products. They also provide a source of raw materials. Today, the continent supplies 30% of China's import of oil and gas, Angola being the largest supplier with 522,000 barrels of oil per day to China. The last five years, Chinese oil companies spent $15 billion acquiring oil fields and local companies. The appetite for raw materials goes beyond oil and gas and China's foreign political strategy is primarily to solve its own domestic problems and protect its interests in the global arena. Will Africa be a pawn or a player in this emerging geopolitical game? Will China's deepening relations with the continent represent a new opportunity for African countries to negotiate a new partnership and skillfully use it to the best advantage of their citizens? These are some of the questions contributors to the volume have tried to answer by examining various facets of these deepening relations and underlining areas of concerns as well as the opportunities for mutually rewarding relations.

Over the past twenty years, the majority of peace operations have been deployed on this continent, most of them established by the UN Security Council, sometimes in cooperation with the African Union and other African regional organizations, with contributions from the European Union and NATO. In some cases, the African Union has invoked its ‘primary responsibility for promoting peace, security and stability in Africa’, thus questioning the legal partnership between UN and regional organizations provided for in Chapter VIII of the UN Charter. The peace operations deployed in Africa have sometimes received a very robust mandate, which also includes the use of force and the protection of civilians’ human rights. The implementation of this broad mandate, which goes well beyond the traditional ‘peacekeeping approach’, requires considerable human and economic resources. Moreover, it raises several issues of concern with regard to the impact on the economic and political systems of the states in which the operations are deployed and, more generally, on the exercise of sovereignty over their territorial communities by these states. Offering an update for lawyers in practice and in academia interested in the field of international law, the book also contributes to the theoretical studies concerning the activities of international organizations, focusing on one of the most challenging issues to emerge in recent times.

The operative term here is adjustment rather than renovation because there has not been a fundamental transformation of Chinese foreign policy or "setting up of a new kitchen" in foreign affairs. Several continuities in Chinese diplomacy are still evident. The People’s Republic of China (PRC) has not wavered from its overarching strategy of rising through peaceful development. The PRC is still an active participant and leader in, or shaper of, global and regional regimes even as it continues to push for reforms of the extant order, towards an arrangement which it thinks will be less unjust and more equitable. It seeks to better "link up with the international track", perhaps even more so under Xi’s stewardship. Yet amidst these continuities, it is clear that there have been some profound shifts in China’s foreign policy. From the enunciation of strategic slogans such as the "Asian security concept" and "major country diplomacy with Chinese characteristics"; the creation of the China-led and initiated Asian Infrastructure Investment Bank; the pursuit of Xi’s signature foreign policy initiative, the One Belt One Road; to a purportedly more assertive and resolute defense of China’s maritime territorial interests in East Asia—examples of these foreign policy calibrations (both patent and subtle) abound. In short, this has not been a complete metamorphosis but there are real changes, with important repercussions for China and the international system. The burning questions then are What, Where, How and Why: What are these key foreign policy adjustments? Where and how have these occurred in Chinese diplomacy? And what are the reasons or drivers that inform these changes? This book seeks to capture these changes. Featuring contributions from academics, think-tank intellectuals and policy practitioners, all engaged in the compelling business of China-watching, the book aims to shed more light on the calibrations that have animated China’s diplomacy under Xi, a leader who by most accounts is considered the most powerful Chinese numero uno since Deng Xiaoping.
