Nathan and Andrew Scobell analyze ChinaÕs security concerns on four fronts: at home, with its immediate neighbors, in surrounding regional systems, and in the world beyond Asia. Chinese official rhetoric on the BRI focuses on its economic promise and progress, often in altruistic terms: all countries have been invited to board this "express train" to wealth and prosperity. Missing from the rhetoric is much discussion of the initiative's security dimensions and implications. Chinese officials avoid describing the strategic benefits they think the BRI could produce, while also gliding over major security risks and concerns. Yet at the unofficial level, China's security community has paid close attention to these issues, probing in great depth the gains Beijing can expect, the challenges it will face, and the new demands it will have to satisfy. Understanding those Chinese assessments is helpful as the United States considers how, when, and in what capacity to engage the BRI.

Through the lens of relational governance, this work develops a new theory on the relational normativity of international law (TORNIL) that identifies the interdependent sources that underpin China’s international legal argument, i.e. norms, values and relationships. Without a fertile soil in which those conflicting relationships between share- and stakeholders can be rebuilt, international laws governing (post-conflict) violence cannot restore and maintain peace, humanity and accountability.

In the West China’s rise is often portrayed as a threat and China seen in negative terms. This book explores the dynamics of this crucial relationship. It looks in particular at what causes an international relationship to be perceived negatively, and considers what can be done to reverse this, arguing that trust is a key factor. It goes on to discuss US and Chinese rhetoric and behaviour in three key areas – climate change, finance, and international security. The book contends that, contrary to much US rhetoric, China’s actions in these areas is often much more flexible and accommodating than the US position, and that the Chinese are much more knowledgeable about, and understanding and appreciative of, the United States than vice versa.
