These new dimensions of the China-Japan-U.S. relationship point to the importance of developing a sustained trilateral dialogue to manage the psychology of trilateral relations, for the benefit of the three countries and the region, as well.

Book excerpt: The rivalry between Japan and China has a long and sometimes brutal history, and they continue to eye each other warily as the balance of power tips toward Beijing. They cooperate and compete at the same time, but if competition deteriorates into military conflict, the entire world has much to lose. The Perils of Proximity evaluates the chances of armed conflict between China and Japan, presenting in stark relief the dangers it would pose and revealing the steps that could head off such a disastrous turn of events. Richard Bush focuses his on the problematic East China Sea region. Although Japan’s military capabilities are more considerable than some in the West realize, its defense budget has remained basically flat in recent years. Meanwhile, Chinese military expenditures have grown by double digits annually. Moreover, that the emphasis of China’s military modernization is on power projection—the ability of its air and naval forces to stretch their reach to the east, thus encroaching on its island neighbor. Tokyo regards the growth of Chinese power and its focus on the East China Sea with deep anxiety. How should they respond? The balance of power is changing, and Japan must account for that uncomfortable fact in crafting its strategy. It is incumbent on China, Japan, and the United States to take steps to reduce the odds of clash and conflict in the East China Sea, and veteran Asia analyst Bush presents recommendations to that end. The steps he suggests won’t be easy, and effective political leadership will be absolutely critical. If implemented fully and correctly, however, they have the potential of reducing the perils of proximity in Asia.

The U.S. has contributed to the region's economic development through extensive security guarantees and by being the largest importer of goods from East Asia. In conjunction with China's quantitative eclipse of the Japanese economy and the growing interdependence between the Chinese and U.S. economies, China has become more capable of asserting its economic, political, and security interests within the region and globally increasing tensions within the region. Based on interviews with U.S., Japanese, and Chinese MOFA officials and business leaders, this paper argues that economic interdependence between the U.S., Japan, and China necessitates the advent of a trilateral seikei bunri relationship. Each state recognizes the complementary role that the others play in their economic development and security and, based on that understanding, they continue to promote economic integration through the promotion of participation in regional institutions, while striving to manage political disagreements through sustained yet quiet dialogue.

Book excerpt: In the wake of Goudao, the Diaoyu/Senkaku Islands Dispute sparked a series of protests in both China and Japan during the summer of 2012, followed by many maritime skirmishes and even threats of war breaking out between China and Japan. While this sovereignty dispute is primarily between China and Japan, due the Treaty of Mutual Cooperation and Security between the United States and Japan, the US finds itself in a difficult position caught between its security ally it must defend per treaty stipulations (Japan) and one of its greatest economic partners (China). This U.S. policy on the US-Japan Security Alliance impacts Sino-U.S. relations in a variety of ways and will continue to affect the Diaoyu/Senkaku Islands dispute. Understanding this security relationship and its impact on US China relations can help both Chinese and US policy makers make better policy choices. The author surveyed Chinese students at Peking University to understand current Chinese opinions regarding how US-China bilateral relations have been affected by the US-Japan Security Alliance in the wake of Goudao and the 2012 escalation of the Senkaku/Diaoyu Islands dispute. While students in general felt that US-Japan Security Relations and Obama's Pivot to Asia Strategy both negatively impacted US-China relations, Chinese students were nevertheless hopeful about the future of US-China relations. In response to the survey results, the author also poses several policy alternatives, such as improving people-to-people interactions, improving media perceptions and biases, as well as using economic organizations as a foundation for communication and mutually beneficial economic cooperation.
