Book excerpt: This book has four main objectives: to bring the thus far almost entirely neglected historical case of ‘the rise of Japan’ into the literature on power shifts in general and ‘the rise of China’ in particular; to propose a discourse-based conceptualization of identity for the study of economic policy that engages theoretical and methodological debates on how to overcome the dichotomy between ‘ideational’ (identity) and ‘material’ (economic) factors; to address the tendency to focus on the ‘radical Other’ in poststructuralist IR scholarship, by highlighting how heterogeneity disturbs exclusive and binary articulations of identity and difference; and to propose a method for putting political discourse theory (PDT) into practice in empirical research by drawing on rhetorical political analysis (RPA). US congressional debates on economic policy on Japan and China in 1985–2008 are analysed as examples of official US elite public discourse. The book shows that the ‘new era’ in US-Chinese relations that scholars and policymakers have been announcing since the beginning of the Trump presidency was long in the making, as it rests on longstanding discourses on the USA’s main economic competitor.

Hagström demonstrates that Japan exerted power over China in such divergent empirical settings for the most part by using civilian instruments positively, defensively and through non-action. Given that Japan's foreign policy is often portrayed rather enigmatically in terms of power, the unique contribution of Japan's China Policy is to demonstrate how to analyze power aspects of Japan's foreign policy in a more coherent fashion. Indeed, bilateral relations reached an unprecedented nadir during the spring of 2005, and again more recently in autumn 2012, as massive anti-Japanese demonstrations across Chinese cities elicited corresponding incidents of popular anti-Chinese reprisal in Japan. This book systematically explores the complex dynamics that shape contemporary Japanese-Chinese relations. In particular, it analyses the so-called ‘revival’ of nationalism in post-Cold War Japan, its causality in redefining Japan’s external policy orientations, and its impact on the atmosphere of the bilateral relationship. Book excerpt: In 1919, while traveling in Japan on sabbatical leave, John Dewey was invited by Peking University to visit China. Dewey and his wife, Alice, arrived in Shanghai on May 1, 1919, just days before student demonstrators took to the streets of Peking to protest the decision of the Allies in Paris to cede the German held territories in Shandong province to Japan. Their demonstrations on May Fourth excited and energized Dewey, and he ended up staying in China for two years, leaving in July 1921. In these two years, well aware of both Japanese expansionism into China and the attraction of Bolshevism to some Chinese, Dewey advocated that Americans support China's transformation and that Chinese base this transformation in education and social reforms, not revolution. Their works and letters from China and Japan describing their experiences to their family were published in 1920.
