Book excerpt: This volume emerged out of a search for scholarship that has studied connectivity between South and Central Asia from a variety of perspectives. Geographically and culturally, the vision that India has had of the region she referred to as Central Asia is of a space extending across China westward upto the Aral Sea and including within it Balkh, Bukhara and Samarkand. The Indian fascination with the region extends to various levels as this is the region out of which invading tribes entered India, across whose Silk Routes trade flourished and also the region where Indian culture and religion spread. Keeping this in mind the volume begins with an overview of positions from which the region has been traditionally situated from the Indian perspective as also reflections on the current scenario in terms of the geopolitical transformations of recent times. It then moves on to examine the history of the political, cultural and economic connections between the two regions from comparative perspectives. Written by specialists from Uzbekistan the articles reflect on connections that had ancient roots and shared historical experiences. The first set of articles focus on the historical linkages between the two regions. Another set looks at similar developments in the region in terms of transformations in the socio-political life of the people as also in the economy. Encounters and the necessity of security cooperation between the two regions is the focus of a third set of articles. The second part of the volume looks into certain issues that are significant in both South and Central Asia. Written with Uzbek insight they reflect on Soviet and post-Soviet state policies on a range of issues from gender and maternity policies, ethnic policies and social stratification, information policy and policies related to global organizations that have comparable relevance in the Indian context.

Since the founding of the People’s Republic, Chinese Communist Party leaders have sought to increase state capacity and exercise more effective control over their western frontier through a series of state-building initiatives. Although these initiatives have always incorporated an international component, the collapse of the USSR, increasing globalization, and the party’s professed concerns about terrorism, separatism, and extremism have led to a region-building project in Eurasia. Garcia traces how domestic elite-led narratives about security and development generate state-building initiatives, and then region-building projects. He also assesses how region-building projects are promoted through narratives of the historicity of China’s engagement in Eurasia, the promotion of norms of non-interference, and appeals to mutual development. Finally, he traces the construction of regions through formal and informal institutions as well as integrative infrastructure. By presenting three phases of Chinese domestic state-building and region-building from 1988-present, Garcia shows how region-building projects have enabled China to increase state capacity, control, and development in its western frontier. This is an attempt to debate and discuss various facets -- economic, technological and political -- of such strategies, and at the same time, to encompass concepts, like energy security and energy diplomacy, that form significant components of such strategies. Strategising of energy is an issue that is inextricably linked with the domestic and foreign policies of a nation or a region, and it is characteristically futuristic, as strategies are supposed to be made with a long-term perspective. Contemporary Asian realities serve as the perspective of such an analysis for several reasons. Asia is the home of two fast growing and energy-thirsty countries like China and India, as well as Japan and the ASEAN countries. There are at least three energy-producing regions in Asia that are crucial for global energy security, like West Asia, the traditional one, two upcoming regions of Central Asia and the area around South China Sea. The Indian Ocean is one of the most important energy transit routes for international energy transport. Even the smallest disruption in the production and transport-chain of energy within Asia has the potential of upsetting the global energy balance. This volume attempts to focus on a number of significant issues concerning the theme of strategising of energy. Contributors analyse, debate and discuss the questions from different viewpoints and different angles. Thus, this volume represents a wide spectrum of views—from a scientist’s vision of a world with cleaner energy, to the strategist’s comments on solutions to national energy issues; from journalists’ views on the development of governmental policies on energy, to academicians’ analyses of regional energy strategies; and from historians’ analyses of the restructuring of the national energy infrastructure and the re-prioritising of national energy strategies, to debates on national, regional as well as maritime energy strategies by specialists on international relations.
