Book excerpt: Is South-South Cooperation (SSC) any different from other international partnerships in practice? While straightforward, this question often gets lost in conventional scholarship on SSC and international cooperation, which privileges macro-level narratives of how cooperation mechanisms fit within geopolitical concerns and shape the outcomes of foreign aid. Equity, Evaluation, and International Cooperation instead offers an answer from the ground up. It highlights two main lessons from the close examination of the ecosystem of international cooperation projects in the urban water-and-sanitation sector in Maputo, Mozambique. First, the book shows that macro labels attributed to international cooperation reflect very little about how cooperation projects operate on the ground and the equity consequences of their work. Second, how projects are designed, implemented, and evaluated does matter to the quality of learning that emanates from partnerships. Beyond the geopolitical and technical proximities favored by the SSC discourse, this book argues that what matters in practice is whether hierarchy or heterarchy is institutionalized in the governance of cooperation projects; whether project partners are locally embedded in shared work spaces; and whether practitioners value flexibility and recognize the epistemic value of learning from all partners as peers. A strong evaluation culture within the international development industry, however, still subjugates such equity-based concerns and deep learning in projects to accountability, reinforcing orthodox power asymmetries in cooperation and sustaining epistemic and distributive injustice. This book instead provides a framework for how project evaluations, as a key narrative instrument of development, can instead promote distributive, procedural, and epistemic justice in international cooperation projects.

Based on their fieldwork on Chinese infrastructure and resource-extraction projects in Mozambique and Mongolia, Mikkel Bunkenborg, Morten Nielsen, and Morten Axel Pedersen provide new empirical insights into neocolonialism and Sinophobia in the Global South. The core argument in Collaborative Damage is that the different participants studied in the globalization processes—local workers and cadres; Chinese managers and entrepreneurs; and the authors themselves, three Danish anthropologists—are intimately linked in paradoxical partnerships of mutual incomprehension. The authors call this "collaborative damage," which crucially refers not only to the misunderstandings and conflicts they observed in the field, but also to their own failure to agree about how to interpret the data. Via in-depth case studies and tragicomical tales of friendship, antagonism, irresolvable differences, and carefully maintained indifferences across disparate Sino-local worlds in Africa and Asia, Collaborative Damage tells a wide-ranging story of Chinese globalization in the twenty-first century.

The proliferation of exports and imports of social, economic and policy management models have called for a rethinking of South-South relations. To date, most studies have focused on the drivers and strategies of international initiatives made by emerging powers; none have analysed the impact of these initiatives on the receiving country’s institutions, and on the structures of international organisations. In this book, Carolina Milhorance examines the content, process and consequences of the internationalisation of Brazil’s rural public policy instruments. Brazil earned wide international recognition in the early 2000s for its agricultural modernization and social policies; its increasing influence illustrated the specific political interests of coalitions that are embedded in domestic and international struggles. Drawing on extensive field research -- including more than 280 interviews -- conducted in Brazil, Mozambique, South Africa, Malawi, France and Italy, Milhorance analyses the effects of the internationalisation of Brazilian policy solutions on national and local political systems in recipient countries, highlighting specifically the case of Mozambique. Relying on a new theoretical approach to International Relations -- one based on public policy analysis and international political sociology -- she moves beyond a debate about conventional notions of international power. Engaging the work of Judith Butler, Henri Lefebvre, and Jacques Rancière with ethnographic research on social and political effects of mining-induced dispossession in Mozambique, in the book, Lesutis theorises how precarity unfolds as a spatially constituted condition of everyday life given over to the violence of capital. Going beyond labour relations, or governance of life in liberal democracies, that are typically explored in the literature on precarity, the book shows how dispossessed people are subjected to structural, symbolic, and direct modalities of violence; this simultaneously constitutes their suffering and ceaseless desire, however implausible, to be included into abstract space of extractivism. As a result, despite the multifarious violence that it engenders, extractive capital accumulation is sustained even in the margins, historically excluded from contingently lived imaginaries of a "good life" promised by capitalism. Presenting this theorisation of precarity as a framework on, and a critique of, the contemporary politics of (un)liveability, the book speaks to key debates about precarity, dispossession, resistance, extractivism, and development in several disciplines, especially political geography, IPE, global politics, and critical theory. It will also be of interest to scholars in development studies, critical political economy, and African politics.
