It highlights the depth of China’s involvement in Central Asia with each country on a five dimensional approach: security cooperation, energy security, trade relations, political relations, and cultural relations. Regarding each of these criteria, Central Asia enjoys a strategic significance to China’s national security, vital interests, territorial integrity, sovereignty, regime survival, and economic prosperity. China has been an integral part of the political developments on the Central Asian political scene for over the past two millennia. Their bilateral ties grew steadily since the independence of Central Asian republics in 1992, culminating into strategic partnership two decades later. China and its partners in the region have embarked on the construction of the most ambitious gas pipelines network, joint ventures in oil upstreaming and downstreaming, mammoth highway and railroad projects, trade zones, construction projects, and above all, strategic security coordination in reference to unified and an integrated response to regional security threats. Both sides are also engaged in a process of revival of the Silk Road in terms of its cultural diversity and trade relations. Sino-Central Asian volume of trade reached $50 billion heading steadily toward $100 in the coming five years.

Expectations that Russia would join the Western powers as an equal partner were frustrated, while relations with the People's Republic of China warmed considerably. Today, Russia's relationship with China is an important component of its overall foreign policy orientation, as the two states - one greatly diminished, the other clearly on the rise - have found themselves sharing an interest in curbing the power of the United States. In analyzing Russia's evolving foreign policy vis-a-vis China, the author takes into account the legacy of Soviet-era precedents; the simultaneous processes of economic policy change and integration into global economic structures; and military relations. By shedding light on the role of political realism, decision makers, and exogenous factors in Russian foreign policy, this analysis of an important bilateral relationship contributes to the larger project of understanding international relations and the dynamics of domestic and foreign policy change.

By collecting views of the public’s experiences of the Soviet past in Uzbekistan, the author examines the transformation of present-day Central Asia from the perspective of these personal memories, and analyses how they relate to the Soviet and post-Soviet official descriptions of Soviet life. The book discusses that the way in which people in Central Asia reconcile their Soviet past to a great extent refers to the three-fold process of recollecting their everyday experiences, reflecting on their past from the perspective of their post-Soviet present, and re-imagining. The emergence of independent republics spawned a renewed Western scholarly interest in the region’s nationality issues. Presenting a detailed study, this book examines the state-led nation-building projects in the Soviet republics of Kazakhstan and Uzbekistan. Exploring the degree, forms and ways of the Soviet state involvement in creating Kazakh and Uzbek nations, this book places the discussion within the theoretical literature on nationalism. The author argues that both Kazakh and Uzbek nations are artificial constructs of Moscow-based Soviet policy-makers of the 1920s and 1930s. This book challenges existing arguments in current scholarship by bringing some new and alternative insights into the role of indigenous Central Asian and Soviet officials in these nation-building projects. Why did three states with similar cultural, historical, and structural legacies establish such different electoral systems? How did these distinct outcomes result from strikingly similar institutional design processes? Explaining these puzzles requires understanding not only the outcome of institutional design but also the intricacies of the process that led to this outcome. Moreover, the transitional context in which these three states designed new electoral rules necessitates an approach that explicitly links process and outcome in a dynamic setting. This book provides such an approach. Finally, it both builds on the key insights of the dominant approaches to explaining institutional origin and change and transcends these approaches by moving beyond the structure versus agency debate.
