Featuring a wealth of interviews with a variety of actors – from Chinese and African journalists in Chinese media to Chinese workers for major telecommunication companies – this highly original book demonstrates how China is both contributing to the 'Africa rising' narrative while exploiting the weaknesses of Western approaches to Africa, which remain trapped between an emphasis on stability and service delivery, on the one hand, and the desire to advocate human rights and freedom of expression on the other. Arguing no state can be understood without attention to its information structure, the book provides the first assessment of China’s new model for the media strategies of developing states, and the consequences of policing Africa’s information space for geopolitics, security and citizenship.

It can enable citizens to express themselves freely and organize outside state control. Yet while online activity has helped challenge authoritarian rule in some cases, other regimes have endured: no movement comparable to the Arab Spring has arisen in China. In Contesting Cyberspace in China, Rongbin Han offers a powerful counterintuitive explanation for the survival of the world’s largest authoritarian regime in the digital age. Han reveals the complex internal dynamics of online expression in China, showing how the state, service providers, and netizens negotiate the limits of discourse. He finds that state censorship has conditioned online expression, yet has failed to bring it under control. However, Han also finds that freer expression may work to the advantage of the regime because its critics are not the only ones empowered: the Internet has proved less threatening than expected due to the multiplicity of beliefs, identities, and values online. State-sponsored and spontaneous pro-government commenters have turned out to be a major presence on the Chinese internet, denigrating dissenters and barraging oppositional voices. Han explores the recruitment, training, and behavior of hired commenters, the “fifty-cent army,” as well as group identity formation among nationalistic Internet posters who see themselves as patriots defending China against online saboteurs. Drawing on a rich set of data collected through interviews, participant observation, and long-term online ethnography, as well as official reports and state directives, Contesting Cyberspace in China interrogates our assumptions about authoritarian resilience and the democratizing power of the Internet.

Although power has been a core concept of IRT for a long time, the faces and mechanisms of power as it relates to Chinese foreign policymaking has changed the contours of that debate. The rise of China and other powers across the global political arena sparks a new visibility for different kinds of encounters between states, particularly between China and other Global South states. These encounters are more visible to IR scholars because of the increasing influence that rising powers have in the international system. This book shows that foreign policy encounters between rising powers and Global South states do not necessarily exhibit the same logics, behaviors, or investment strategies of Euro-American hegemons. Instead, they have distinctive features that require new theoretical frameworks for analysis. Shaping the Future of Power probes the types of power mechanisms that build, diffuse, and project China’s power in Africa. One must take into account the processes of knowledge production, social capital formation, and skills transfers that Chinese foreign policy directs toward African states to fully understand China’s power-building mechanisms. The relational power framework requires these elements to capture both the material aspects and ideational people-centered aspects to power. By examining China’s investments in human resource development programs for Africa, the book reveals a vital, yet undertheorized, aspect of China’s foreign policy making.

Book excerpt: A scholar and activist tells the story of change makers operating within the Chinese Communist system, whose ideas of social action necessarily differ from those dominant in Western, liberal societies. The Chinese government has increased digital censorship under Xi Jinping. Why? Because online activism works; it is perceived as a threat in halls of power. In The Other Digital China, Jing Wang, a scholar at MIT and an activist in China, shatters the view that citizens of nonliberal societies are either brainwashed or complicit, either imprisoned for speaking out or paralyzed by fear. Instead, Wang shows the impact of a less confrontational kind of activism. Whereas Westerners tend to equate action with open criticism and street revolutions, Chinese activists are building an invisible and quiet coalition to bring incremental progress to their society. Many Chinese change makers practice nonconfrontational activism. They prefer to walk around obstacles rather than break through them, tactfully navigating between what is lawful and what is illegitimate. The Other Digital China describes this massive gray zone where NGOs, digital entrepreneurs, university students, IT companies like Tencent and Sina, and tech communities operate. They study the policy winds in Beijing, devising ways to press their case without antagonizing a regime where taboo terms fluctuate at different moments. What emerges is an ever-expanding networked activism on a grand scale. Under extreme ideological constraints, the majority of Chinese activists opt for neither revolution nor inertia. They share a mentality common in China: rules are meant to be bent, if not resisted.
