Book excerpt: This paper estimates potential output and the sources of growth in Chile during 1970-96. Actual output is cointegrated with the quality-adjusted measures of capital and labor, and constant returns to scale cannot be rejected. The estimates of potential output show a positive output gap in the years when the Chilean economy was deemed to be overheated. In 1986-90, the quality-adjusted labor variable explains close to 60 percent of the growth rate of GDP, while during 1991-95 capital formation plays a dominant role. The contribution of TFP growth in Chile is relatively small, but, based on a comparison with European and East Asian experiences, it is expected to increase in the medium term.

The first three debt waves ended with financial crises in many emerging market and developing economies. During the current wave, which started in 2010, the increase in debt in these economies has already been larger, faster, and broader-based than in the previous three waves. Current low interest rates mitigate some of the risks associated with high debt. However, emerging market and developing economies are also confronted by weak growth prospects, mounting vulnerabilities, and elevated global risks. A menu of policy options is available to reduce the likelihood that the current debt wave will end in crisis and, if crises do take place, will alleviate their impact.

Book excerpt: Chile experienced a banking crisis from 1981-84 that in relative terms had a cost comparable in size to that perhaps facing the United States today. The Chilean Central Bank acted quickly and decisively in three ways to restore faith in the credit markets. It restructured firm and household loans, purchased nonperforming loans temporarily, and facilitated the sale or liquidation of insolvent financial institutions. These three measures increased liquidity in the credit markets and restored the balance sheets of the viable financial institutions. The Central Bank required banks to repurchase the nonperforming loans when provision for their loss could be made and prohibited distribution of profits until they had all been retired. Although the private sector remained engaged throughout the resolution of this crisis, the fiscal costs were, nonetheless, very high.

Authoritarianism and the Elite Origins of Democracy systematically documents and analyzes the constitutional tools that outgoing authoritarian elites use to accomplish these ends, such as electoral system design, legislative appointments, federalism, legal immunities, constitutional tribunal design, and supermajority thresholds for change. Book excerpt: La versión española de este artículo se puede encontrar en: 'http://ssrn.com/abstract=2609031' http://ssrn.com/abstract=2609031Even though a growing number of emerging countries are implementing the Basel III recommendations on bank capital, this is not yet the case in Chile, a financially sound economy that has not undergone a banking crisis since the 1980s. This paper analyzes the relevance, advantages and challenges that the Chilean financial system would face if the new international standard were implemented. One conclusion is that there are two substantial reasons to implement Basel III: (a) the need to avoid major regulatory discrepancies between domestic and foreign banks, considering that the parent companies of European banks operating in Chile are already implementing Basel III, and (b) the need for tools, such as the Basel III countercyclical capital buffer, to prevent credit booms.A second conclusion, based on simulation exercises, is that if Basel III were implemented, Chilean banks at an aggregate level would comply with the Basel III recommendations regarding total capital ratios, but would have a moderate capital deficit to comply with the Tier I Capital Ratio (which includes only higher quality capital). This leads to the recommendation for a more detailed analysis at the level of individual banks. A third conclusion is the need for gradual implementation of the new standard, in the current context of a less favorable international environment affecting Chile and other emerging countries in the short and medium term.Finally, further analysis is recommended to determine which Basel III recommendations should be adapted (rather than adopted) to the Chilean context. One example is that it would not be appropriate to use the reference indicator suggested by Basel III (deviations of the credit/GDP ratio from its trend) in order to activate (or deactivate) the countercyclical capital buffer since it could lead to an increased pro-cyclicality of capital requirements -- precisely the opposite of what Basel III intends.
