The Chilean government has announced its commitment to achieving its fiscal target and containing expenditure growth. This report proposes a SR framework with targeted reviews conducted on an annual rolling basis, combined with a periodic comprehensive review at most once every four years. Both types of reviews include targets to identify savings options. Targeted reviews focus on a limited predefined review topic or area and on value for money and efficiency. Comprehensive reviews do not have any predefined review topics; they undertake an unconstrained search for the best saving options. The report sets out a four-stage process for conducting an SR, which would start in September and have final saving decisions made in April or May of the following year. The government will need to announce the topic for the first full targeted review to Congress in September 2019. This review will be conducted in late 2019 and early 2020; the results will be ready in April 2020 in time for incorporation into the process for the 2021 budget.

Book excerpt: In response to a request from Mr. Ignacio Briones Rojas, Minister of Finance of Chile, a remote mission was conducted by a joint team of staff from the International Monetary Fund (IMF) and the secretariat of the Organisation for Economic Co-operation and Development (OECD) during April – October 2020. The mission’s main purpose was to assist the Minister of Finance with technical support to review Chile’s tax expenditure methodology and its corrective excise taxes. The present report reflects the findings of the mission. This report was written jointly by the IMF and the OECD, with the IMF team leading the work assessing tax expenditures in the corporate income tax (CIT) and the analysis of excises, and the OECD team leading the work assessing tax expenditures in the personal income tax (PIT) and value added tax (VAT). A presentation of the main findings was given to the Minister of Finance on October 6, 2020. The report incorporates comments provided by the Ministry and the Chilean Revenue Administration.

The many civil wars and rebellions against communist governments drew heavily from this cast of characters. Yet from Nicaragua to Afghanistan, Vietnam to Angola, Cuba to the Congo, the connections between these anticommunist groups have remained hazy and their coordination obscure. Yet as Kyle Burke reveals, these conflicts were the product of a rising movement that sought paramilitary action against communism worldwide. Tacking between the United States and many other countries, Burke offers an international history not only of the paramilitaries who started and waged small wars in the second half of the twentieth century but of conservatism in the Cold War era. From the start of the Cold War, Burke shows, leading U.S. conservatives and their allies abroad dreamed of an international anticommunist revolution. They pinned their hopes to armed men, freedom fighters who could unravel communist states from within. And so they fashioned a global network of activists and state officials, guerrillas and mercenaries, ex-spies and ex-soldiers to sponsor paramilitary campaigns in Asia, Africa, and Latin America. Blurring the line between state-sanctioned and vigilante violence, this armed crusade helped radicalize right-wing groups in the United States while also generating new forms of privatized warfare abroad.
