Book excerpt: In La Frontera, Thomas Miller Klubock offers a pioneering social and environmental history of southern Chile, exploring the origins of today’s forestry "miracle" in Chile. Although Chile's forestry boom is often attributed to the free-market policies of the Pinochet dictatorship, La Frontera shows that forestry development began in the early twentieth century when Chilean governments turned to forestry science and plantations of the North American Monterey pine to establish their governance of the frontier's natural and social worlds. Klubock demonstrates that modern conservationist policies and scientific forestry drove the enclosure of frontier commons occupied by indigenous and non-indigenous peasants who were defined as a threat to both native forests and tree plantations. La Frontera narrates the century-long struggles among peasants, Mapuche indigenous communities, large landowners, and the state over access to forest commons in the frontier territory. It traces the shifting social meanings of environmentalism by showing how, during the 1990s, rural laborers and Mapuches, once vilified by conservationists and foresters, drew on the language of modern environmentalism to critique the social dislocations produced by Chile's much vaunted neoliberal economic model, linking a more just social order to the biodiversity of native forests.

Its policies—encouraging foreign investment, privatizing public sector companies and services, lowering trade barriers, reducing the size of the state, and embracing the market as a regulator of both the economy and society—produced an economic boom that some have hailed as a “miracle” to be emulated by other Latin American countries. But how have Chile’s millions of workers, whose hard labor and long hours have made the miracle possible, fared under this program? Through empirically grounded historical case studies, this volume examines the human underside of the Chilean economy over the past three decades, delineating the harsh inequities that persist in spite of growth, low inflation, and some decrease in poverty and unemployment. Implemented in the 1970s at the point of the bayonet and in the shadow of the torture chamber, the neoliberal policies of Augusto Pinochet’s dictatorship reversed many of the gains in wages, benefits, and working conditions that Chile’s workers had won during decades of struggle and triggered a severe economic crisis. Later refined and softened, Pinochet’s neoliberal model began, finally, to promote economic growth in the mid-1980s, and it was maintained by the center-left governments that followed the restoration of democracy in 1990. Yet, despite significant increases in worker productivity, real wages stagnated, the expected restoration of labor rights faltered, and gaps in income distribution continued to widen. To shed light on this history and these ongoing problems, the contributors look at industries long part of the Chilean economy—including textiles and copper—and industries that have expanded more recently—including fishing, forestry, and agriculture. They not only show how neoliberalism has affected Chile’s labor force in general but also how it has damaged the environment and imposed special burdens on women. Painting a sobering picture of the two Chiles—one increasingly rich, the other still mired in poverty—these essays suggest that the Chilean miracle may not be as miraculous as it seems. Contributors. This constant expansion of the extractive frontier into new territories leads to a continuing process and dialectic of colonization, de-colonization and re-colonization which the authors describe as ‘territorialities in dispute’. This book uncovers the underlying trends and dynamics of these territorialities in dispute, and the socio-ecological resistance movements that are emerging as marginalised communities struggle to reclaim their territorial rights and defend and protect their right of access to the global commons. A focus on territorialities in dispute renders visible the unsustainable expansion of extractivist territories and opens up new horizons to learn from these processes and to consider post-extractivist/post-development imaginings of another world and alternate futures. This book will be of interest to both students and researchers in the fields of international development, political ecology, critical geography, social anthropology, as well as to activists engaged in socio-ecological/eco-territorial movements.

Book excerpt: In 1974, Maurice Zeitlin published a seminal article in The American Journal of Sociology, criticizing managerial theory and evidence, which ended one era in the analysis of the large corporation's ownership and control and began a new one. He called for research on the capitalist class that would reveal its inner structure--particularly the interaction of family ties, property, and business leadership in the large corporation. But, despite the subsequent blossoming of studies of intercorporate and class power, no one else has yet done the systematic empirical analysis he outlined. This work is thus the first to explore the full panoply of intraclass relations--interorganizational, kinship, economic, and political--within an actually existing dominant class. Theoretically sensitive, methodologically precise, and historically grounded, it aims to fill in the blank spots in our knowledge about how "economic classes" become "social classes" and how the latter in turn connect with other social forms. This work is a sustained empirical analysis of Chile's dominant class. But it does more than reveal that class's specific internal structure; it also provides a coherent theory of the inner relations constituting any dominant class in a highly concentrated capitalist economy, a methodological paradigm, and an exemplary body of findings, which can closely guide the study of other dominant classes, especially in the "advanced" societies of the West.
