Book excerpt: After the disruption and poverty which followed the end of the Soviet Union, the countries of Central Asia have begun to make great strides both economically and socially. However, educational exclusion of disabled children is widespread, not only from mainstream schooling but also from quality education, and often from any education at all. There is still much progress to be made in the field of quality inclusive education for children with special needs due to disability, learning difficulty or disadvantage, as well as in terms of promoting social integration and decreasing stigma associated with disability. To promote a better understanding of the potential of children with special education needs, the Open Society Education Support Program commissioned research from the Organization for Economic Cooperation and Development (OECD) to analyze existing services and policies for providing education to children with special education needs through the lens of disability, learning difficulty, and disadvantage. This report provides a summary of the OECD research on education policies for Kazakhstan, Kyrgyz Republic, and Tajikistan.

Setting out upon this journey is an acknowledged policy goal in Kazakhstan, Kyrgyzstan, and Tajikistan so that all children are to participate in education, but it raises many questions and quandaries. It stirs the ghosts of social norms and traditions from the past that differ from place to place, even within the former Soviet Union. Central Asia presents particular challenges because of the economic, social, political and educational upheaval and disruption that has affected the region in the past two decades. These six case studies document the progress and challenges along the way through the stories of specific children, families, schools, and organizations across the region with the goal of keeping inclusion on policy agendas and in public discourses. It is a resource for scholars of the region, education researchers, and practitioners alike.

Book excerpt: This edited book uses the concept of diversity in child foreign language education as a major organizing principle. Since a foreign language, most typically English, is taught globally to an increasing number of children, the variability in the process and varied learning outcomes are inescapable phenomena. This book has been constructed on the premise that heterogeneity, first, concerns young language learners, who due to the disparity in the pace of development need appropriately tailored educational solutions, and, second, it refers to a diversity of contexts in which learning takes place. The contexts can be defined on a macroscale (e.g. different countries), mesoscale (e.g. different institutions), and microscale (e.g. specific learner groups). The book consists of four thematic strands. In Part One the learner-internal causes of heterogeneity of young language learners are clarified. Part Two presents a sample of classroom studies in which learner variables, such as gender, learner preferences, and special needs are taken into account. Part Three looks at teaching materials and how they meet learners’ needs. Finally, Part Four highlights diversity issues that teachers should be prepared to face.

Book excerpt: The essays in Globalization on the Margins explore the continuities and changes in Central Asian education development since the collapse of the Soviet Union in 1991. Reflecting on two decades of post-socialist transformations, they reveal that education systems in Central Asia responded to the rapidly changing political, economic, and social environment in profoundly new and unique ways. Some countries moved towards Western models, others went backwards, and still others followed entirely new trajectories. Yet, elements of the “old” system remain. Rather than viewing these post-Soviet transformations in isolation, Globalization on the Margins places its analyses within the global context by reflecting on the interaction between Soviet legacies and global education reform pressures in the Central Asian countries of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Instead of portraying the transition process as the influx of Western ideas into the region, the authors provide new lenses to critically examine the multidirectional flow of ideas, concepts, and reform models within Central Asia. Notwithstanding the variety of theoretical perspectives, methodological approaches, and conceptual lenses, the authors have one thing in common: both individually and collectively, they reveal the complexity and uncertainty of the post-Soviet transformations.
