Concern for the impact television violence may have on American society prompted this Senate hearing. As stated by Senator Hollings, the goals of the hearing were the following: (1) to determine the compelling State interest; (2) examine the historical record of Congress in this area; (3) review how the television industry could police itself; and (4) study the numerous bills which had been introduced. As requested, thisreport discusses (1) trends in children'sprogramming, (2) FCC efforts toenforce the act, and (3) the extent towhich parents value and use corechildren's programming. GAOanalyzed FCC data, interviewed FCCand broadcast station officials, andconducted focus groups with parents. GAO recommends that FCC (1)implement a strategy to oversee cableoperators' and satellite providers'compliance, (2) work with industry todevelop voluntary guidelines forassessing core children'sprogramming, and (3) implement andassess the effectiveness of additionalmechanisms to inform parents aboutcore children's programming.
