Book excerpt: The purpose of this study was to examine Children's Social Workers' (CSWs) perceptions of the educational experiences of children in foster care using a sample of 67 CSWs. The results of this study indicated that the biggest educational challenges faced by children in foster care were stress/change made if difficult for them to concentrate in school, attendance problems and the lack of an educational advocate. The systemic factors that most influenced these children's educational outcomes were multiple placements and caseloads that made it difficult for workers to appropriately monitor children's education. The strategies to improve the educational experiences of children in foster care most frequently endorsed were mentoring, tutoring and training for school and child welfare staff on laws regarding the educational rights of children in foster care. There were few differences in CSWs' perceptions based on gender or ethnicity and years of experience. Implications for social work practice and future research are discussed.

Book excerpt: Abstract: The purpose of this study was to explore social workers' perceptions of the effects the foster care system and multiple placements have on the ability of children and youth to create healthy attachments. Face-to-face interviews with 15 social workers employed with the Department of Children and Family Services, Los Angeles County, were conducted to explore their perceptions of attachment in foster children and youth. This study revealed ambiguity from the majority of social workers as to whether the foster care system could promote healthy attachments in foster children and youth. A higher percentage of participants believed the biggest barriers to be an overloaded foster care system, too many people involved in the decision-making process, and a long turn-around time for services. Additionally, social workers perceived that multiple placements had a significant negative effect on foster children and youth that often led to lost peer relationships, a decrease in a child or youth's educational progress, and a lack of motivation to adapt to new environments and therefore limiting any possible attachment to future caregivers. Additional research is needed to further explore the system's effect on attachment outcomes for children and youth in foster care who experience multiple placements.

Book excerpt: The purpose of this qualitative research study is to explore the perceptions of African American former and or current foster care youth and their perception of academic achievement and attainment of higher education. This study aims to find the educational experiences of individuals that have been in foster care and to learn how their experience contributed to their perception of higher education. The study included in-depth interviews of 8 participants, all of whom are current or were former foster youth. These in-depth interviews were audio recorded and transcribed. The data was first coded by topics and then grouped into themes. Analysis of four main themes and eight subthemes emerged from the perceptions of the participants of this study in regards to higher educational attainment. The main themes were family, school, community, and self-reliance. The subthemes were: parent or guardian support, family or other support outside of a parent or guardian, supportive educational professionals, support from high school and college programs, child welfare caseworkers or social workers, outreach resources for foster parents/guardians, self-advocacy and resilience. This study uses qualitative interviews to add to existing research, in that the research strives for a holistic understanding of academic achievement and attainment of higher education amongst African Americans that have been in care. Early implementation programs for college readiness, financial literacy, and professional development is drawn from this data.

Many of these children enter care after experiencing some sort of physical or emotional trauma. This trauma has a potentially damaging impact on the educational achievement of this scarred population. The data show that these children are at high risk for poor educational achievement. With the help of caring adults, these children can overcome barriers and achieve academic success. The purpose of this phenomenological qualitative study was to explore the educational experience of students in foster care through the perspective and expectations of multiple stakeholders and to investigate the role that stakeholders play in the educational achievement of foster children. This qualitative study gained insight into the perspective that stakeholders have of the educational experience of foster children. In addition, this study investigated the expectations that stakeholders have of the educational achievement of foster children. Adult stakeholders0́4including foster parents, caseworkers, and school officials0́4are important for children in foster care as they serve as advocates and as a source of consistent educational support. The participants in the study included three certified foster parents, three caseworkers and four school officials who have all had contact with school-age foster children. Through the use of open-ended interview questions, the researcher gained insight into the perspective that stakeholders have of the educational experiences of foster children in their care, as well as the expectations they have for the academic achievement of the foster child. The study identified seven themes0́4including trauma, relationships, impactful people, established habits, communication, realistic expectations, and motivation0́4that stakeholders believe contribute to the academic successes and failures of children in foster care. The theoretical framework selected to better understand the stakeholders' perceptions and expectations of the achievement of foster children, and their role in impacting foster children's educational experiences, was Bronfenbrenner's Ecological Model (1979). Limitations, recommendations for future studies, and implications for practice were also discussed.

Book excerpt: Researchers, practitioners, journalists and politicians increasingly recognise that foster care throughout the world is in a state of crisis. There are more and more children needing care and, as residential alternatives dry up, more of these children are being assigned to foster families. This book reports the major findings of a two-year longitudinal study of 235 such children who entered the foster care system in Southern Australia between 1998 and 1999. As well as examining the changing policy context of children's services, the book documents the psychosocial outcomes for these children, their feedback on their experiences of care, and the views of their social workers and carers. In the process, the book examines some cherished beliefs about foster care policy and sheds new light on them. The research reveals that while most children do quite well in foster care up to the two-year point, there is a worrying amount of placement instability at a time when the concentration of emotionally troubled children in care is increasing throughout the western world. Although, surprisingly, placement instability does not appear to produce psychosocial impairment for a period of up to eight months in care, it has an extreme effect on children who are moved from placement to placement because no carer will tolerate their behaviour. These children are consigned to a life of distribution and emotional upheaval because of the lack of alternative forms of care. Another unexpected finding of the research is that increasing the rate of parental contact achieves little or nothing in relation to the likelihood of family reunification. As child welfare increasingly enters a world of research-based practice, Children in Foster Care provides some much needed hard evidence of how foster care policy and practice can be improved.
