The protection of those girls and boys is paramount and an obligation for EU Member States, derived from the international and European legal framework. The guide includes a focus on child victims of trafficking and children at risk, implementing an action set forth in the 2017 communication stepping up EU action against trafficking in human beings, and takes into account identified patterns, including with respect to the gender specificity of the crime. Through a set of ‘10 actions’ the guide provides practical suggestions on how to identify, refer and support children, elaborating on how to implement principles such as the right of the child to be heard and how to ensure their best interests when deciding on a durable solution. The guide provides practical information to enhance national and transnational cooperation within the EU and on the support relevant EU agencies can provide, including for countering the impunity that fosters child trafficking. Professionals, such as law enforcement and judicial authorities, social workers, health professionals, child protection officers, guardians, judges, lawyers, or central authorities established under the Brussels IIa Regulation, but also authorities defining procedures and protocols, can benefit from this guidance. Enhancing cooperation within the EU and promoting a fundamental rights approach of all actors involved will strengthen the protection of all children deprived of parental care, including child victims of trafficking, and contribute to prevention efforts.

This report presents evidence on how they can be prevented and calls for greater commitment and action from policy-makers and practitioners to decrease the burden. Every year, unintentional injuries kill nearly 42,000 children and young people under the age of 20 in the WHO European Region. Injuries are the leading cause of death among those aged 5-19 years, and 5 out of 6 of these deaths occur in low- and middle-income countries. Irrespective of country income, the burden falls disproportionately on children from the most disadvantaged groups. The leading types of unintentional injuries are road traffic injuries, drowning, poisoning, burns and falls. All injury types have similar main causes and socioeconomic and environmental determinants. Children are particularly vulnerable to injuries and need special consideration to safeguard their rights to health and safe environments, free from injury. This report, companion to the World Report on Child Injury Prevention, presents the evidence on both the great potential for injury prevention and the effectiveness and value for money of measures already in use in European countries with low injury mortality. It shows why health systems and particularly programs for child health throughout the WHO European Region should give priority to preventing and controlling child injury.

The results show that European welfare systems tend to face the same challenges in different ways and that also their responses to those challenges differ considerably.
