Book excerpt: The Coercive Social Worker: British Lessons for American Social Services focuses on the role of social services in public departments of welfare, with emphasis on the enormous power of the social worker to impose the casework plan on the client. It explains how traditional social work theory combines with the delivery of "hard" services in the integrated, comprehensive family service to produce social workers with such power. Some of the lessons that can be learned by American social service agencies from the British experience are discussed. Comprised of seven chapters, this volume begins with a historical background on Britain's public social service program, launched in 1970 to provide a comprehensive, integrated family service at the local government level. The significance of the British experience to American social services is considered, with particular reference to the relationship between social work theory and social service policy and administration. The foundations of the modern welfare state are also discussed, along with social services in America in an income maintenance setting. The final chapter examines the problems facing the consumer of a comprehensive, integrated family service; the creation and implementation of administrative discretion in the social service context; legal rights of consumers; and alternative systems for the delivery of social services. Most work has been carried out in institutions for children with learning disabilities, although units caring for able but deprived children and children with physical disabilities have also been examined. The investigations have been concerned with the detailed nature of different institutional environments – that is, the routine patterns of daily life in hospital wards, hostels and cottages of children’s homes – rather than with the effects of specific child-rearing practices upon the intellectual, emotional and social development of the children. The more precise delineation of ‘the environment’ is an essential step towards the evaluation of residential services and the interpretation of their effects upon those who use them, yet this is an area which had received little systematic attention from social scientists at the time. This book is a re-issue originally published in 1971. The language used is a reflection of its era and no offence is meant by the Publishers to any reader by this re-publication.

Following the precedent set by John and Elizabeth Newson in their studies of normal children at home; Sheila Hewett visited the mothers of 180 spastic children and obtained their personal accounts of their experiences.There is considerable literature on handicapped children in which the adverse effects of their presence in the family are emphasized. This study is the first to present, not evidence provided by professional people, but that of a large number of mothers of all social classes who have children with all degrees of handicap. They tell in their own words how they meet the problems and anxieties of everyday life and how they strive to maintain the norms of family living in spite of their very real difficulties. A measure of their success is provided by a number of comparisons with the families of normal children.Hewett's nursing experience combined with a social science training and personal experience of parenthood contributed a useful background for this research. Resulting as it does from close collaboration with the Newsons, her work provides an important extension of the main work of the Child Development Research Unit in Nottingham. It will help all those who work with handicapped children to achieve a better understanding of the families to whom they offer their specialist knowledge. To the general public it offers an opportunity to gain insights into a situation, which calls for their support and acceptance but not their pity. For the parents of handicapped children themselves it provides a much-needed opportunity to make their views known and to see that they are not alone in the difficulties, which they face with such stoicism and resourcefulness.This book's last aim has been achieved by using the now extensive information about the upbringing of normal children obtained from Nottingham mothers in the United Kingdom, by John and Elizabeth Newson.
