Book excerpt: In the 1930s, buoyed by the potential of the New Deal, child welfare reformers hoped to formalize and modernize their methods, partly through professional casework but more importantly through the loving care of temporary, substitute families. Today, however, the foster care system is widely criticized for failing the children and families it is intended to help. How did a vision of dignified services become virtually synonymous with the breakup of poor families and a disparaged form of "welfare" that stigmatizes the women who provide it, the children who receive it, and their families? Tracing the evolution of the modern American foster care system from its inception in the 1930s through the 1970s, Catherine Rymph argues that deeply gendered, domestic ideals, implicit assumptions about the relative value of poor children, and the complex public/private nature of American welfare provision fueled the cultural resistance to funding maternal and parental care. What emerged was a system of public social provision that was actually subsidized by foster families themselves, most of whom were concentrated toward the socioeconomic lower half, much like the children they served. Analyzing the ideas, debates, and policies surrounding foster care and foster parents' relationship to public welfare, Rymph reveals the framework for the building of the foster care system and draws out its implications for today's child support networks.

Why has the government not removed them from the labor force and required that they attend school, as have the governments of all developed and many developing countries? To answer this question, this major comparative study first looks at why and when other states have intervened to protect children against parents and employers. By examining Europe of the nineteenth century, the United States, Japan, and a number of developing countries, Myron Weiner rejects the argument that children were removed from the labor force only when the incomes of the poor rose and employers needed a more skilled labor force. Turning to India, the author shows that its policies arise from fundamental beliefs, embedded in the culture, rather than from economic conditions. Identifying the specific values that elsewhere led educators, social activists, religious leaders, trade unionists, military officers, and government bureaucrats to make education compulsory and to end child labor, he explains why similar groups in India do not play the same role.

Almost as soon as "childhood" became a distinct category, Laura C. Berry contends, stories of children in danger were circulated as part of larger debates about child welfare and the role of the family in society. Berry examines the nineteenth-century fascination with victimized children to show how novels and reform writings reorganize ideas of self and society as narratives of childhood distress. Focusing on classic childhood stories such as Oliver Twist and novels that are not conventionally associated with particular social problems, such as Dickens's Dombey and Son, the Brontë sisters' Wuthering Heights and The Tenant of Wildfell Hall, and George Eliot's Adam Bede, Berry shows the ways in which fiction that purports to deal with private life, particularly the domain of the family, nevertheless intervenes in public and social debates.
