Book excerpt: Excerpt from Child Welfare in Virginia The purpose of this Bulletin is to present in convenient and concise form some of the approved standards of child welfare and to indicate phases of child care to which greater attention should be given in Virginia. Since the State Department of Public Welfare publishes and distributes free of charge the Public Welfare Laws of Virginia and its Annual Report which lists the social agencies of the State, both public and private, no effort has been made to duplicate that informa tion in full. The policy has been to include only those laws or por tions of the laws which seem to need emphasis and to mention agen cies as examples of social resources in Virginia. National Child Wel fare organizations are listed in the Appendix and hence have not been listed in the text. The reader will find the Children's Charter followed by some specific standards of care for all children. Subsequent sections deal with problems of defective, dependent and delinquent children and some suggestions for their solution. Special needs and facilities for meeting them are discussed in these sections and in the concluding pages. Book excerpt: Excerpt from The Welfare of Children in Bituminous Coal Mining Communities in West Virginia Agriculture and lumbering are the only industries besides coal mining, and neither is of great importance in the county. Prior to the Opening of the coal mines, settlement was slow. Most of the population lived on rough mountain farms, and consisted of the descendants of the hunters and trappers from Virginia, North Carolina, and Maryland who had made the first settlements at the end of the eighteenth century. It was not until about 1900, with the construction of a branch line of the Chesapeake Ohio Railroad, followed in 1907 by the building of the Virginian Railroad, that the industrial development of the county began. The Cabin Creek branch of the Chesapeake Ohio offered an outlet to the coal mines of the northwestern part of the county, while the Winding Gulf branch of the Virginian Railroad Opened important fields in the southern part.
