Download or read book Analyzing the Development of the American Child Support System written by Ruth Gillie Krueger and published by iUniverse. This book was released on 2001-05-29 with total page 422 pages. Available in PDF, EPUB and Kindle. Book excerpt: On August 22, 1996, President William Clinton signed into law the Personal Responsibility and Work Opportunity Act of 1996. Media and goververnment sources portrayed this act as the most important welfare reform since the passage of Social Security in the New Deal 61 years earlier. The hype around welfare reform overshadowed a significant section of the act entitled, “Title III—Child Support.” This section of the act made major changes in the child support program that is charged with the task of establishing, enforcing and modifying child support orders for children with non-residential parents. This book tells the story of the development and passage of the 1996 child support reforms.
Download or read book Assuring Child Support written by Irwin Garfinkel and published by Russell Sage Foundation. This book was released on 1992-09-17 with total page 174 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the United States, rates of divorce and out-of-wedlock childbirth are climbing so dramatically that over half of the next generation is likely to spend part of its childhood in single-mother families. As many as half of these families will live in poverty, caused in large measure by the failure of current government regulations to secure adequate child support from absent parents and to assure minimum support when parents cannot provide it. Assuring Child Support introduces the Child Support Assurance System, a remedy to this problem that is both feasible and affordable, a practical reform that is within the nation's grasp. "An extremely well-written and provocative book." —Eastern Economic Journal

Download or read book Horizontal Equity Uncertainty and Economic Well being written by Martin David and published by University of Chicago Press. This book was released on 2009-02-15 with total page 536 pages. Available in PDF, EPUB and Kindle. Book excerpt: The result of a National Bureau of Economic Research Income and Wealth conference held in December 1983, this volume looks at the concept of "economic well-being" and the ways that analysts have tried to measure it. In addition to income, economists have begun to consider such factors as pensions, wealth, health, and environment when measuring the well-being of a particular group. They have also begun to measure how consumers respond, successfully or unsuccessfully, to such economic uncertainties as inflation, divorce, and retirement. Using new data and techniques, the contributors to this book concentrate on issues of uncertainty and horizontal equity (the equal treatment of individuals within a defined group). Their work points to better ways of determining how various groups in a society are faring relative to other groups. Economists and policy analysts, therefore, will be in a better position to determine how government programs should be applied when well-being is used as a test.

Book excerpt: In this new edition of his acclaimed study of American poverty, Harrell Rodgers carefully analyzes the most recent data on the profile of poor families and the underlying causes of the dramatic increase in chronically poor, mother-only households. After evaluating the record of past anti-poverty efforts, Rodgers examines the many new and proposed approaches to welfare reform, their prospects of success, and the consequences of failure - both for the children of poverty and for a nation that leaves such a high proportion of its citizenry, its future, at risk.
