Book excerpt: In the cities of Northeast Brazil where 50 per cent of the population lives in poverty, children play a key role in the local economy—in their households, in formal jobs, and in the thriving informal sector (washing cars, shining shoes, scavenging for recyclables, etc.). Why children migrate to the city, how they negotiate their existence, and why they stay are just some of the questions addressed in this fascinating study. Mary Kenny spent close to 15 years in the urban areas of Northeast Brazil talking with and interviewing children. She even gave them disposable cameras to document their daily lives (many of the photographs they took are included). Rather than lament a lost childhood, or try to save these children, Kenny explores some of the complex conditions under which these children work and live. She illustrates how unrelenting scarcity shapes family and, by extension, children's options, decisions, and worldviews. The issues raised in this book are of critical importance. There are no easy answers, but listening to how these children define themselves and their circumstances is an important step towards understanding and ultimately solving economic and social inequality.

Book excerpt: The Urban Informal Sector is a collection of papers presented at a multi-disciplinary conference on ""The urban informal sector in the Third World,"" organized by the Developing Areas Study Group of the Institute of British Geographers in London on March 19, 1977. Contributors offer critical perspectives on the urban informal sector, with emphasis on employment and housing policies. Topics covered range from general reviews and national case studies to detailed studies of particular occupations in individual cities. This book is comprised of 12 chapters and begins by reviewing the relevance of dualist models of economic activities and enterprises, as applied to Third World countries, concentrating on the origins, diffusion, and deficiencies of the formal/informal dualist classification. Subsequent chapters explore the informal sector debate in studies of Third World poverty and employment; the nature of informal-formal sector relationships; the structure of the labor markets in the ""organized"" and ""unorganized"" sectors of urban economies in South India; and the problem of urban poverty, its relation to employment, and rising spatial inequalities in Brazil. Capitalist and petty commodity production in Nigeria is also discussed, along with John Turner's views on housing policy. The final chapter looks at the competition between the informal and formal sectors in the retail industry in Santiago, Chile. This monograph will be of interest to social and economic policymakers.

Book excerpt: The Third World cities have been reinvented by the forces of globalization as the destinations of new investments, causing the migration of a teeming million to the major urban centers without any corresponding increase in the creation of new jobs and other basic amenities required for decent living. The problem of child labor has also been exacerbated to an unprecedented level in the urban areas of the Third World countries during this period. Yet the dominant discourses on this problem have come from the Western observers or have some prior Western presence in its understanding of the problem, which defers the Third Worldly understanding of the situation. The author argues that a paradigm shift is needed to incorporate various local discourses in order to effectively address the problem of child labor. Based on a decade of fieldwork among the poor and marginalized population in the city of Kolkata, Child Labor and the Urban Third World will give readers an idea of how this problem has become inextricably bound with various other local conditions, such as the security of tenure in the houses.

Although it has decreased on the global scale in recent years, child labour still remains high, particularly in the developing countries. Keeping in mind the estimated extent of child labour in different regions around the globe, the book offers a detailed critical review of both theoretical and empirical literature on the topic as well as the policies to reduce the incidence of child labour. It also develops a general equilibrium model to demonstrate the possible effects of growth-promoting, non-trade policies, as opposed to direct trade policies, on child labour employment mitigation. The book argues that of the non-trade policies, the introduction of compulsory education appears to be an effective instrument for curtailing the child labour problem when families receive targeted subsidies for sending their children to school. It also shows that appropriately designed and targeted education subsidies can reduce the incidence of child labour and that social protection measures, such as subsidies on school enrolment, also tend to have a positive impact. The book not only opens up research topics for academicians but is also a valuable resource for policy makers.

Hence the study focused on socio economic condition, causes for child labour and working status of child Labour in Madurai city of Tamilnadu state. This paper makes use of primary and secondary sources, primary date collected through structured questionnaires by interview schedule. Secondary sources collected from journals and Published Reports. The study found that majority of the child Labour belongs to socially backward communities. Most of the children enter to work was social cause and the poverty. All of children fathers consume alcohol in the study area. Also the study examine the drug habit child Labour and non drug habit child labour as well the rescued child Labour and non rescued child Labour in Madurai city of Tamilnadu state in India.
