Book excerpt: The publication is a technical paper that focuses on the issue of small-scale agriculture and child labour in Viet Nam. It combines the main findings, analysis, and recommendations from two unpublished studies conducted by the FAO-Institute for Policy and Strategy for Agriculture and Rural Development (IPSARD) in 2020 and 2021. The first study was carried out in the Mekong Delta Region and concentrated on the agricultural sub-sectors of crop production, livestock, and fisheries and aquaculture in four selected provinces. The second study focused on the Northern and Central Regions, with an emphasis on fisheries and aquaculture, and citrus value chains in eight selected provinces. The primary objective of the publication is to examine the dynamics between small-scale agriculture and child labour in Viet Nam, analysing its nature, patterns, distribution, dynamics, causes, and consequences across the three regions. This technical paper aims to examine the dynamics between small-scale agriculture and child labour in Viet Nam. This is achieved by determining the nature, patterns, distribution, dynamics, causes and consequences of child labour in small-scale agriculture across these three regions in Viet Nam. It analyses the factors contributing to child labour within the context of small-scale agriculture, identify the consequences and risks associated with child labour in agriculture, and propose recommendations to address this issue.

Book excerpt: Vietnam experienced a dramatic decline in child labor during the 1990s. The authors explore this decline in detail and document the heterogeneity across households in both levels of child labor and in the incidence of this decline in child labor. The authors find a strong correlation between living standards improvements and child labor so that much of the variation in declines in child labor can be explained by variation in living standards improvements. Ethnic minority children and the children of recent migrants appear to remain particularly vulnerable even by the late 1990s. Children of all ethnicities in the Central Highlands appear to have missed many of the improvements in the 1990s, while children in the rural Mekong and in Provincial Towns have experienced the largest declines in child labor. The results suggest embedding efforts against child labor within an overall antipoverty program. The authors find that the opening or closing of household enterprises seems to be associated with increases in child labor. So attention should be devoted to the activities of children in the government's current program to stimulate nonfarm enterprises.

It argues that framing all children's engagement in economic activity as 'child labour', with all the associated negative connotations, is problematic. This is particularly the case in Africa where many rural children must work to survive and where, the contributors argue, much of the work undertaken is not harmful. The conceptual and case-based chapters reframe the debate about children's work and harm in rural Africa with the aim of shifting research, public discourse and policy so that they better serve the interest of rural children and their families.

Its objective is to inform FAO country-level planning and programming in line with national development priorities and FAO’s mandate and strategic framework. The Assessment is also aimed at facilitating FAO’s contribution to the UN Country Team report on the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) with up-to date and objective information on the situation of rural women in the country. The methodology of the CGA included a desk review of policies and programmes on agriculture, food and nutrition security and gender equality, a quantitative analysis of national statistics, in-depth interviews with FAO Viet Nam partners and qualitative surveys and focus group discussions (FGDs) conducted in two provinces (Ninh Thuan and Lao Cai).

Book excerpt: We test whether work in childhood impacts on health. We focus on agricultural work, the dominant form of child work worldwide. Data are from the Vietnam Living Standards Survey, 1992-93 and 1997-98. We correct for both unobservable heterogeneity and simultaneity biases. Instruments include small area labour market and education conditions obtained from community level surveys. We use three indicators of health: body mass index; reported illness; and, height growth. There is clear evidence of a healthy worker selection effect. We find little evidence of a contemporaneous impact of child work on health but work undertaken during childhood raises the risk of illness up to five years later and the risk is increasing with the duration of work. There is no evidence that work impedes the growth of the child.
