I study the effects of government transparency, government expenditure on education, and gender parity on both child labor and school attendance. Introduction. The United Nations dedicated 1979 as "The Year of the Child," prompting an increase in international concern regarding children's rights (Bessell, 1999 pp.360). Since then, important international agreements, including the seminal UN Convention on the Rights of the Child (CRC), enacted in 1990, have provided the impetus for further study on the issue by international organizations and academics alike (UNCRC, 1990). Most international laws dealing with children focus, in part, on child labor. As such, many studies have been conducted and a great deal of literature has been written on child labor. Fundamental to past research and literature has been examining the causal effects of social and political variables on the issue of child labor (Bessell, 1999; Canagarajah and Nielsen, 2001; Diller and Levy, 1997, Glut, 1995; Human Rights Watch, 1996; Human Rights Watch 2003). It is these variables I wish to study further, specifically examining their effect on the relationship between child labor and education. In examining the relationship between labor and education, I focus on the effect of three specific causal variables on this relationship: gender parity, government transparency, and government expenditure on education.

It seems impracti cable even to take a sampling of such laws and administrative policies characterizing the principal geographic regions of the Union. The section dealing with the colonial period is limited to a few of the more populous colonies of the North, colonies in which the education of the children of common folk was especially stressed. Industrial conditions of great interest prevailed in the South, and the lives of working children were directed by laws of much the same character as those pre veiling at the time in England.3 Here, however, the Puritan zeal for literary education among the poor had no counter part. Industrial life began to be modified by negro slavery before distinctively provincial ideals could develop. Using data from the conditional cash transfer program in Mexico--PROGRESA (OPORTUNIDADES)--they investigate the interaction between child labor and indigenous households. While indigenous children had a greater probability of working in 1997, this probability is reversed after treatment in the program. Indigenous children also had lower school attainment compared with Spanish-speaking or bilingual children. After the program, school attainment among indigenous children increased, reducing the gap. However, unlike most academic studies, the language and flavour of the volume is largely non-technical, while the policy recommendations are practical. The volume is made up of three sections. Impact evaluations are aimed at providing feedback to help improve the design of programs and policies. They also provide greater accountability and a tool for dynamic learning, allowing policymakers to improve ongoing programs and ultimately better allocate funds across programs. Such a causal analysis is essential for understanding the relative role of alternative interventions in reducing poverty. The papers in this section again adopt a variety of techniques. The rst two impact evaluation studies employ propensity score matching to establish, ex-post, a valid control group to assess the impact on child schooling outcomes among b- e ciaries of various interventions in Kenya and Ethiopia. The third chapter c- ries out an ex-ante evaluation of alternative cash transfer programs on child school attendance in Uruguay. The nal paper further carries out in-depth macro-modeling and micro-regression analysis to simulate the impacts of the food crisis and various policy responses, including food subsidies and cash transfers, on various dimensions of child poverty in Mali. Though using different approaches, the studies are gen- ally in agreement concerning the positive impact of the cash transfer program on child schooling and labor market outcomes. The studies from Kenya and Uruguay both nd that the schooling interventions are progressive.
