Child care costs are found to have little impact on the labor market perticipation decision of mothers. The model is used to study various policy issues. The influence of the current tax credit on child care expenditures on the mothers' labor supply is weak. Suppressing the APE (Parental Allowance for the Education) would cause the female participation rate in our sample to rise by 4 points and the proportion of mothers using paid care to rise by 2 points. The respones of women to policy changes are very heterogenous. Macroeconomic changes in female labor supply are equally due to switches between non-participation and participation and switches between working hours by working women.

Book excerpt: This paper examines how three dimensions of child care costs affect women's labor supply: (1) women's perceptions of the price of substitute care; (2) the amount of money that parents spend on child care; and (3) the availability of relatives for providing care. Tobit analyses, using data from the National Child Care Survey 1990, demonstrate that the cost of care has a multidimensional impact on women's employment. What mothers think about price matters: women's perceptions of price exert a negative influence on their time spent in paid work. As perceived minimum price increases, women's labor supply decreases. However, actual price, as indicated by predicted expenditures, affects women's labor supply in a curvilinear fashion with low- priced and high-priced care discouraging women's employment time.

Book excerpt: In China, public child care services offered by working units used to enable Chinese women to maintain a high labor force participation rate. However, the transition to a market economy since the 1980s has resulted in substantial cuts in governmental support for child care. Women have had to face the discord between the roles of care giver and income earner. The declining female labor force participation rate has raised policy concerns about child care's impact. This paper employs a panel data set for the years 2004, 2006, 2009 and 2011 from the China Health and Nutrition Survey to examine the relationship between child care responsibilities and female labor supply. The analyses show that taking up child care has a negative relationship with both female labor force participation rate and their working hours per week. The magnitude of this relationship is especially large for rural women. These findings confirm the existence of a negative relationship between child care responsibilities and female labor supply and suggest the need for policies to help working mothers to meet their child care obligations.
