If traced on the map of Georgetown, it will be seen, that the late decision of the company brings the level of the Potomac, at the head of the Little Falls, which it had been' proposed, for the accommodation of the State of - Mary land, to conduct to a basin at, or just above, Georgetown, to a point near the centre of that town, several hundred feet lower down the river than that which is referred to in the late act of Congress; and, consequently, so much nearer to the eastern branch of the Potomac. Book excerpt: Excerpt from Chesapeake and Ohio Canal Documents, 1826 Little Wills Creek and Buffalo Run were gauged* at the points A and B, the extremes of the shorter proposed summit level, and were found to discharge, the former six, and the latter nine cubic feet per second, equal together fifteen cubic feet. This supply, it is presumed, would be adequate to the demand of the summit, if it could be relied on as constant; but it is known that a calculation of this kind would be greatly erroneous. These streams were represented by some per sons (who, residing in their vicinity, must necessarily have noticed their changes, ) as discharging, at the period of the examination, about double the quantity they give in the dryest season this would give, supposing their estimate correct, but 7% cubic feet as their collective minimum expense, and even this, it is believed, would, after a fair in vestigation, be found to exceed the truth. On July 4, 1828, President John Quincy Adams turned the first shovelful of dirt on the canal. On that very day Marylander Charles Car roll was similarly launching construction of the Bal timore and Ohio Railroad in Baltimore, Maryland. The railroad beat the canal to the Cumberland coalfields and soon reached the Ohio River, but the canal was never completed beyond Cumberland. President Adams' shovel struck roots, then rocks, symbolizing the obstacles that would confront the canal builder. The ordinarily stiff and formal Presi dent took off his jacket, rolled up his sleeves, and tried again. The Fourth of July crowd cheered. Pres ident Adams would call this the greatest moment of his life. He had begun a project that would cost invest ors $14 million, a sum that represented then the same percentage of Gross National Product the Federal Government would one day spend to put a man on the moon. As you jog, backpack, or bike the tow path from Cumberland to Washington today, the cost strikes you as a bargain many times over.
