Book excerpt: The thesis examines the present status of Russia's chemical weapons destruction program, which is to be implemented according to the 1993 Chemical Weapons Convention (CWC). It assesses the magnitude of the challenges in destroying the world's largest chemical weapons stockpile, which is located at seven sites in western Russia. It also evaluates the environmental and international security concerns posed by the conditions at these sites and the disastrous implications of a failure of this chemical demilitarization program. The thesis then investigates the development of the pilot nerve agent destruction facility at Shchuchye, Russia, which has been the primary focus of U.S. Cooperative Threat Reduction program support to the destruction of Russia's chemical weapons. In view of the decisions by the U.S. Congress to eliminate finding for this destruction facility in FY2OO0 and FY2001, the thesis examines the apparent causes of these decisions, including concerns about Russian commitment to fill implementation of the CWC. The thesis concludes with a review of arguments for continued U.S. and allied support for the destruction of Russia's chemical weapons.

For several years the United States and several other countries have been developing and using technologies to dispose of this non-stockpile materiel. Happily, today the problems are reversed. Expertise is now required in the field of safe and environment-friendly disposal of chemical weapons and cleaning up of contaminated sites all around the world, but not least in the ex-Soviet-led countries. The participants and speakers to the NATO-Russia advanced research workshop on the “Ecological Risks Associated with the Destruction of nd th Chemical Weapons”, hosted by the University of Lüneburg on 22 - 26 October, 2003, therefore, came from many different parts of the world. Of the eight countries represented at the workshop, two were ex-Eastern- Block, and six were Western countries. Yet the West was by no means overrepresented. On the contrary, the Russian expert-speaker contingent, with 33 participants, did justice to the size of their country – and to their chemical-weapons problem – and provided the majority of active participants. In all, there were 57 participants, of which 11 dispatched from the TACIS project “The development of the chemical weapons” facility at the detached plant No 4 of OAO Khimprom, Novocheboksarsk.

Today, the term “weapons of mass destruction” (WMD) is used to address many things, from grams of ricin and barrels of industrial chemicals to megaton nuclear weapons. As a direct result of the decision to refer to all nuclear, biological, and chemical (NBC) weapons as well as biological, chemical and radiological (CBR) hazards as “WMD,” we have lost the ability to accurately develop, assess, and discuss policy concerns relating to the contemporary use of unconventional weapons on the battlefield and within the homeland. This book uses a public policy framework to examine how the U.S. government, and in particular the U.S. military, should address the potential use of unconventional weapons in the 21st century. It defines the problem, identifies the policy actors and reviews policy options. It discusses past policy efforts before offering a critical review of current strategies and how WMD issues are integrated into the current military Joint Operating Concepts (deterrence, cooperative security, major combat operations, irregular warfare, stability, and homeland security), and proposes new national framework for countering WMD. The aim is to answer such questions as what does counterproliferation mean and whether the U.S. government is adequately prepared to protect U.S. citizens and its armed forces from adversaries developing unconventional weapons.
