Available in PDF, EPUB and Kindle. Book excerpt: The life and chemical sciences are in the midst of a period of rapid and revolutionary transformation that will undoubtedly bring societal benefits but also have potentially malign applications, notably in the development of chemical weapons. Such concerns are exacerbated by the unstable international security environment and the changing nature of armed conflict, which could fuel a desire by certain States to retain and use existing chemical weapons, as well as increase State interest in creating new weapons; whilst a broader range of actors may seek to employ diverse toxic chemicals as improvised weapons. Stark indications of the multi-faceted dangers we face can be seen in the chemical weapons attacks against civilians and combatants in Iraq and Syria, and also in more targeted chemical assassination operations in Malaysia and the UK. Using a multi-disciplinary approach, and drawing upon an international group of experts, this book analyses current and likely near-future advances in relevant science and technology, assessing the risks of their misuse. The book examines the current capabilities, limitations and failures of the existing international arms control and disarmament architecture – notably the Chemical Weapons Convention – in preventing the development and use of chemical weapons. Through the employment of a novel Holistic Arms Control methodology, the authors also look beyond the bounds of such treaties, to explore the full range of international law, international agreements and regulatory mechanisms potentially applicable to weapons employing toxic chemical agents, in order to develop recommendations for more effective routes to combat their proliferation and misuse. A particular emphasis is given to the roles that chemical and life scientists, health professionals and wider informed activist civil society can play in protecting the prohibition against poison and chemical weapons; and in working with States to build effective and responsive measures to ensure that the rapid scientific and technological advances are safeguarded from hostile use and are instead employed for the benefit of us all.

Book Chemical Warfare Arms Control

Download or read book Chemical Warfare Arms Control written by Julian Perry Robinson and published by Routledge. This book was released on 2021-01-26 with total page 137 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book, first published in 1985, examines thinking around chemical weapons from the standpoint of national policy-making in a manner that integrates both defence and arms-control aspects. The process of multilateral negotiations on chemical warfare arms control is not simple, nor are the issues involved and their associated technical questions. Constraints, standards and verification are needed. This book analyses these issues, and the interplay of domestic issues and specific security requirements. This book offers an analytical framework within which a wide spread of different considerations may be located and assessed.

Book Combating Weapons of Mass Destruction

Download or read book Combating Weapons of Mass Destruction written by Nathan E. Busch and published by University of Georgia Press. This book was released on 2009-01-01 with total page 419 pages. Available in PDF, EPUB and Kindle. Book excerpt: The spread of weapons of mass destruction poses one of the greatest threats to international peace and security in modern times--the specter of nuclear, chemical, and biological weapons looms over relations among many countries. The September 11 tragedy and other terrorist attacks have been painful warnings about gaps in nonproliferation policies and regimes, specifically with regard to nonstate actors. In this volume, experts in nonproliferation studies examine challenges faced by the international community and propose directions for national and international policy making and lawmaking. The first group of essays outlines the primary threats posed by WMD proliferation and terrorism. Essays in the second section analyze existing treaties and other normative regimes, including the Nuclear Non-Proliferation Treaty and the Chemical Weapons and Biological Weapons Conventions, and recommend ways to address the challenges to their effectiveness. Essays in part three examine the shift some states have made away from nonproliferation treaties and regimes toward more forceful and proactive policies of counterproliferation, such as the Proliferation Security Initiative, which coordinates efforts to search and seize suspect shipments of WMD-related materials.

Book The Future of Arms Control

Download or read book The Future of Arms Control written by Michael A. Levi and published by Rowman & Littlefield. This book was released on 2004-12-07 with total page 220 pages. Available in PDF, EPUB and Kindle. Book excerpt: Arms control, for decades at the core of the foreign policy consensus, today is among the more contentious issues in American politics. It is pilloried and considered out of mode in many conservative quarters, while being viewed as nearly sacrosanct in many liberal circles. In this new book, Michael Levi and Michael O'Hanlon argue that neither the left nor the right has a correct view of the proper utility of arms control in the age of terror. Arms control in the traditional sense--lengthy treaties to limit nuclear and other military competitions among the great powers--is no longer particularly useful. Nor should arms control be pursued as a means to the end of constraining the power of nations or of promoting global government. It is still a critical tool, though, for controlling dangerous technologies, particularly those that, in the hands of hostile states or terrorist organizations, could cause massive death and destruction. Arms control and coercive action, including military force, must be integrated into an overall strategy for preventing proliferation, now more than ever before. Arms control should be used to gain earlier warning of illicit activities inside dangerous states, allowing the international community to take coercive action in a timely way. The authors propose three new criteria to guide future arms control efforts, designed to respond to today's geopolitical realities. Arms control must focus on the dangers of catastrophic technology, not so much in the hands of major powers as of small states and terrorist groups. Their criteria lead to a natural focus on nuclear and biological technologies. Much tougher measures to prevent countries from gaining nuclear weapons technoloty while purportedly complying with the Nuclear Non-Proliferation Treaty and procedures for controlling dangerous biological technologies will be most prominent in this framework, while lower priority is giben to efforts such as bilateral nuclear accords and most t

Available in PDF, EPUB and Kindle. Book excerpt: "Efforts to create or maintain rules to contain the risks stemming from an unrestrained multilateral arms race are at the core of a world order based on consensual norms rather than on a pure balance of power. Whereas security cooperation is conventionally considered to be motivated primarily by interest- and security-based factors, studies have shown that all actors use moral arguments and are deeply embedded in the normative patterns surrounding their realm of action.
