Book excerpt: The Department of Energy (DOE) has received spent nuclear fuel (SNF) at the Idaho Chemical Processing Plant (ICPP) for interim storage and reprocessing since 1953. Reprocessing of SNF has resulted in an existing inventory of 1.5 million gallons of radioactive sodium-bearing liquid waste and 3800 cubic meters (m3) of calcine, in addition to the 768 metric tons (MT) of SNF and various other fuel materials in inventory. To date, the major activity of the ICPP has been the reprocessing of SNF to recover fissile uranium; however, recent changes in world events have diminished the demand to recover and recycle this material. As a result, DOE has discontinued reprocessing SNF for uranium recovery, making the need to properly manage and dispose of these and future materials a high priority. In accordance with the Nuclear Waste Policy Act (NWPA) of 1982, as amended, disposal of SNF and high-level waste (HLW) is planned for a geological repository. Preparation of SNF, HLW, and other radioactive wastes for disposal may include mechanical, physical, and/or chemical processes. This plan outlines the program strategy of the ICPP Spent Fuel and Waste Management Technology Development Program (SF & WMTDP) to develop and demonstrate the technology required to ensure that SNF and radioactive waste will properly stored and prepared for final disposal. Program elements in support of acceptable interim storage and waste minimization include: developing and implementing improved radioactive waste treatment technologies; identifying and implementing enhanced decontamination and decommissioning techniques; developing radioactive scrap metal (RSM) recycle capabilities; and developing and implementing improved technologies for the interim storage of SNF.
