At the request of the Joint Subcommittee on Ocean Science and Technology (JSOST), the National Research Council convened a committee to review the draft and final versions of the Ocean Research Priorities Plan and Implementation Strategy described in Charting the Course for Ocean Science in the United States: Research Priorities for the Next Decade, which represents the first coordinated national ocean research planning effort involving all federal agencies that support ocean science. The plan presents an ambitious vision for ocean research that will be of great benefit to the ocean sciences community and the nation. This book contains both sets of findings (i.e., the committee's review of the JSOST's draft plan [A Review of the Draft Ocean Research Priorities Plan: Charting the Course for Ocean Science in the United States] and the review of the final plan). This book recommends that JSOST employ a variety of outreach mechanisms to continue to engage nonfederal partners in ocean research planning efforts, such as establishing external committees to provide scientific and technical advice and to review progress on implementation of the research plan.

Despite its vast extent, the ocean is finite and cannot indefinitely absorb all the stresses being placed on it; thus, the United States must commit to protecting the ocean through responsible stewardship and sensible management. Understanding society's impact on the ocean and the ocean's impact on society forms the basis for ensuring a clean, healthy, and stable ocean environment that can be responsibly used and enjoyed for generations to come. The goal of this document is to provide the guidance to build the scientific foundation to improve society's stewardship and use of, and interaction with, the ocean. Three central elements of science and technology will provide the United States with the knowledge and means to redefine its relationship with the ocean. 1) The capability to forecast key ocean and ocean-influenced processes and phenomena will change how society takes action in the future, much like weather forecasts do today. 2) Providing the scientific support for ecosystem-based management will allow resources to be managed in ways that account for the complex interactions between those resources and other parts of the marine environment, including humans. 3) Deploying an ocean-observing system that can accurately describe the state of the ocean will revolutionize the access to and view of the ocean and increase the pace, efficiency, and scope of ocean research. In turn, this observing capability will enable ocean forecasting and ecosystem-based management. This document's final section details an implementation strategy. The implementation strategy describes characteristics of implementation, roles of various sectors, mechanisms for collaboration, the need for an infrastructure assessment, mechanisms for research translation, strategies for assessment and evaluation, and mechanisms for budget and plan updates.

Book excerpt: The environmental integrity and sustainable productivity of the ocean, our coasts and coastal watersheds, and the Great Lakes play a central role in the well-being of all Americans. Every day, the marine environment supplies a multitude of products and services that enhance and support the lives and livelihoods of citizens. In 2011, Americans, on average, ate 15 pounds of fish and shellfish per person - 4.7 billion pounds all together - making the United States second in the world in total seafood consumption. Offshore oil production in Federal waters accounts for fully 24 percent of total U.S. crude oil production. More than half of the United States population lives in coastal watershed counties, and these counties generate 58 percent ($8.3 trillion) of the Nation's gross domestic product (GDP)-even though they comprise only 25 percent of the Nation's land area. If American coastal watershed counties were considered an individual country, that country would have a GDP higher than that of China. Recognizing the central role these environments and their resources play, and the many sometimes competing demands placed on them, President Obama issued Executive Order 13547, Stewardship of the Ocean, Our Coasts, and the Great Lakes, on July 19, 2010. The Executive Order established a comprehensive National Ocean Policy to improve the Nation's stewardship of the ocean, our coasts, and the Great Lakes. The Policy, which adopts the Final Recommendations of the Interagency Ocean Policy Task Force, calls for use of the best available science to inform decisions affecting these essential ecosystems as well as to enhance humanity's capacity to understand and respond to a changing global environment. Full implementation of the National Ocean Policy will require significant progress in ocean science and more effective application of research results to aid decision-making. These two important concepts drove the selection of issues that frame this document, Science for an Ocean Nation. Science for an Ocean Nation sets priorities for scientific research that support the National Ocean Policy goal of balancing the productive use of the marine environment with its stewardship and protection. It represents the consensus view of 25 Federal agencies regarding key ocean science research areas and incorporates extensive input from outside the Federal Government. This report is constructed around six societal themes that frame ocean research in terms of the needs of Americans. Within these societal themes, Science for an Ocean Nation presents research priorities with the greatest potential to provide benefits to the Nation. This report builds on its predecessor, Charting the Course for Ocean Science in the United States for the Next Decade ("Charting the Course"), by updating research priorities, addressing emerging areas of research, and highlighting accomplishments resulting from Charting the Course. It also highlights cross-cutting capabilities and approaches that can help provide the technological advancements, broad perspective, and community structure needed to address the research priorities. The themes that frame Science for an Ocean Nation represent key areas of interaction between human society and the ocean. The research priorities within each societal theme draw upon both natural and social sciences and aim to improve the tools required not only to carry out research but also to translate, disseminate, and apply the results of that research to address pressing issues facing the Nation and the world.

Book excerpt: The United States has jurisdiction over 3.4 million square miles of ocean in its exclusive economic zone, a size exceeding the combined land area of the 50 states. This expansive marine area represents a prime national domain for activities such as maritime transportation, national security, energy and mineral extraction, fisheries and aquaculture, and tourism and recreation. However, it also carries with it the threat of damaging and outbreaks of waterborne pathogens. The 2010 Gulf of Mexico Deepwater Horizon oil spill and the 2011 Japanese earthquake and tsunami are vivid reminders that ocean activities and processes have direct human implications both nationally and worldwide, understanding of the ocean system is still incomplete, and ocean research infrastructure is needed to support both fundamental research and societal priorities. Given current struggles to maintain, operate, and upgrade major infrastructure elements while maintaining a robust research portfolio, a strategic plan is needed for future investments to ensure that new facilities provide the greatest value, least redundancy, and highest efficiency in terms of operation and flexibility to incorporate new technological advances. Critical Infrastructure for Ocean Research and Societal Needs in 2030 identifies major research questions anticipated to be at the forefront of ocean science in 2030 based on national and international assessments, input from the worldwide scientific community, and ongoing research planning activities. This report defines categories of infrastructure that should be included in planning for the nation's ocean research infrastructure of 2030 and that will be required to answer the major research questions of the future. Critical Infrastructure for Ocean Research and Societal Needs in 2030 provides advice on the criteria and processes that could be used to set priorities for the development of new ocean infrastructure or replacement of existing facilities. In addition, this report recommends ways in which the federal agencies can maximize the value of investments in ocean infrastructure.
